HomeMy WebLinkAboutCity Council Resolution 1984-408DRAFT CITY COUNCIL POLICY RELATING TO PLYMOUTH FIREFIGHTER RELIEF ASSOCIATION PENSION BENEFITS Resolution No. 84- 408 June 18, 1984 The Plymouth Firefighter Relief Association is established under Minnesota Statutes. The bylaws of the Association ,et forth pension benefits and conditions also conforming to State Statute. The City Council desires to clarify its position with respect to the firefighter pension benefit pro- gram. City Council policy with respect to this program is: 1. It is the City Council's position that the Firefighters Relief Association pension program is a form of supplemental compensation (in addition to hourly and/or monthly pay) which firefighters receive on a deferred basis based upon years of service to the community. As such, the primary purpose of the pension is to assist In the recruitment and reLtiation of current and future recruits and firefighters. The State of Minnesota through the 2% State Insurance premium rebate has encour- aged participation In the fire service by dedicating these dollars for the funding of such pension benefit programs. 2. Certain members of the Plymouth Fire Department are considered to be charter members by virtue of their role In the original establishment of the Plymouth Fire Department. In recognition of their substantial contributions to the community, the City Council desires to allow charter members to be eligible whether still in active service or retired to all pension benefit Increases which occur and are effective as of January 1, 1985. 3. Because the primary purpose of the pension program is to enhance recruitment and retention of existing and future firefighters, the City Council policy is to hereafter extend pension benefit increases for which City contributions are required only to firefighters who are In active service as of the effective date of the pension benefit Increase. In adopting this policy the Council acknowledges that this philosophy will allow for the greatest possible benefit increase with available dollars to current and future department members. 4. This policy does not affect the statutory right of the Plymouth Firefighter Relief Association from unilaterally increasing pension benefits to retired members where such increases do not require a City contribution for funding such benefits.
