Schneider and Crain The flollood" were absents none Councilmember Neils introduced the following Resolution and waved its adoptiont RESOLUTION NO. 84- 357 APPROVING RESIDENTIAL PLANNED UNIT DEVELOPMENT CONCEPT PLAN FOR RDC PROPERTIES (84030) WHEREAS, Alexander Ritter, RDC Properties, has requested approval of a Residential Planned Unit Development Concept Plan for the development of approximately 40 acres located northeast of Zachary Lane Elementary School; and, WHEREAS, the Planning Commission has reviewed the request at a duly called Public Informational Hearing and has recommended approval; NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that it should and hereby does approve the Residential Planned Unit Devel- opment Concept Plan for Alexander Ritter, RDC Properties for the development of ap- proximately 40 acres located northeast of Zachary Lane Elementary School, subject to the following: 1. Compliance with the City Engineer's Memorandum. 2. Staging of the development shall be in accordance with utility availability as approved by the City Engineer. 3. Maximum density shall be 4.11 units per acre based upon the amount of land at, or above the established High Water Elevation per the adopted City Storm Water Drainage Plan as verified by the City Engineer. The final number of units shall be determined with the Preliminary Plan and Plat review per Ordinance; the pre- liminary plan/plat shall be appropriately revised to reduce the number of units from those shown on the Concept Plan. 4. Bonus points are awarded as follows: One point for mix of housing; and one point for affirmative design. 5. No private drive access shall be permitted to Zachary Lane; all private drives shall be provided by internal public streets. Private drive access to 45th Avenue North should be avoided and should be provided by internal public streets. 6. The preliminary plan and plat application shall identify the future use of the existing structures on the property, confirm that the multi -family attached structures are not located on top of the proposed sanitary sewer line. PLEASE SEE PAGE TWO Page two Resolution No. 84- 351 7. Coordination of trails and roads with Sagamore, and the property to the north, to maintain trail and roadway network continuity. 8. Approval of the Land Use Gide Plan Amendment is contingent upon, and subject to the required review and response by the Metropolitan Council, and the Final Plat/Plan which shall be approved by the City Council prior to finalization of the Amendment. 9. The street connection to existing Trenton Lane shall be provided adjacent to Lot 10, Block 1 Sagamore Addition. 10. Maximum effort to berm/buffer/landscape shall be demonstrated between the attachedf multifamily area, and the single family dwellings to the North. The motion for adoption of the foregoing Resolution was duly seconded by Councilmember Moen and upon vote being taken thereon, the fol owing voted in favor thereof: Mayor Davgnnort: Councilmembers Moen.
