HomeMy WebLinkAboutCity Council Resolution 1983-680CITY OF PLYMOUTH Pursuant to due cal Council of the City of rDecember 19 CCoou �crillmme�emmtiers Moen, the rollowind members ar Ming of the City on 14th day of present Tffy'b—r DavenpoPL. — rf� � Councilmember Moen Introduced the following Resolution and moved it adoption. - RESOLUTION NO. 83- 680 APPROVING RESIDENTIAL PLANNED UNIT DEVELOPMENT SIZE VARIANCE AND CONCEPT PLAN FOR ROGER FAZENDIN FOR PROPERTY LOCATED AT 18700 11th AVENUE NORTH (83061) WHEREAS, Roger Fazendin has requested approval of a Residential Planned Unit Development Size Variance and Concept Plan for the development of 17 single family residential lots and retention of the existing single family home for a total of 18 dwelling units on approximately 11 acres located at 18700 11th Avenue North; and, WHEREAS, the Planning Commission has reviewed the requests at a duly called Public Informational Hearing and has recommended approval; NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that it should and hereby does approve the Residential Planned Unit Development Size Variance and Concept Plan for Roger Fazendin for a development to be known as "The Villages" consisting of 18 single family residential lots on approximately 11 acres located at 18700 11th Avenue North, subject to the following conditions: 1. Compliance with the City Engineer's Memorandum. 2. Staging of the development shall be In accordance with utility and availability as approved by the City Engineer. 3. Final density shall be 1.5 units per acre for the land at or above the established high water elevation per the adopted City Storm Water Drainage Plan as verified by the City Engineer. 4. The prellmInary plat/plan application shall address the Flood Plain and Shoreland Management ordinance standards. 5. Preplat shall include the exception parcel owned by Dan Fazendin, PIN #31-118-22-21-0039 6. Petitioner will submit cross through -sections with preliminary plan/plat. PLEASE SEE PAGE TWO Page two Resolution No. 83- 680 7. Petitioner shall respond to the concerns with effective transition to the east of Court 1. The Ordinance transition standards shall be adhered to throughout the development, as if the units were attached. 8. Setbacks will be reduced only for structures on internal lots, and not on lots on the perimeter. 9. That a NLivate trail system be constructed within the project providing the residents of the PUD with Internal access. 10. The variance for a P.U.D. size less than 40 acres is based upon the finding that the proposal Is in the public Interest, and that the Ordinance condition for granting a variance does exist relative to unusual features of the property. 11. Preliminary Plat and Plan application shall Include an analysis of the traffic generation and circulation, given the physical constraints on and to the north and south of the site, completed by the City's traffic consultant at the developer's expense.
