Pursuant to due call and notice thereof, a re ular meeting of the City Council of

Councilmember Neils introduced the following Resolution and moved its
adoption:
RESOLUTION NO. 83- 675
A RESOLUTION APPROVING REVISIONS IN THE CITY COUNCIL POLICY
ESTABLISHING PROCEDURES FOR DEFERMENT OF SPECIAL ASSESSMENTS
AGAINST OWNER -OCCUPIED HOMESTEAD PROPERTY OF SENIOR CITIZENS
WHEREAS, the City Council has adopted by Resolution No. 82-567 a policy establishing
procedures for deferment of special assessments against owner -occupied homestead pro-
perty of persons over 65 years of age; and
WHEREAS, statistics show that 70% of the individuals applying for social security
benefits are less than 65 years of age; and
WHEREAS, in light of such statistics, It is apparent that individuals between the
ages of 62 and 65 years of age could suffer a financial hardship if required to
retire special assessment payments together with their property taxes; and
WHEREAS, the City Council is desirous of allowinq individuals 62 to 65 years of age,
who otherwise meet the policy guidelines for special assessment deferral, to be eliq-
ible to the benefits of the program;
NOW, THEREFORE, BE IT HEREBY RESOLVED by the City Council of the City of Plymouth,
Minnesota, that it should and hereby does adopt a revised policy establishing pro-
cedures for deferment of special assessments against owner -occupied homestead
property of senior citizens dated December 5, 1983, together with the addendum
thereto, and further directs the Finance Director to Implement the provisions of the
revised policy.
The motion for adoption of the foregoing Resolution was duly seconded by
Councilmember Schneider , and upon vote being taken thereon, the

Whereupon the Resolution was declared
