The following rs were sent: nnnneilmember Neils r i_;,t�er cera; �e►r introduced the following Resolution and moved its ton: RESOLUTION NO. 83- 495 RESOLUTION OPPOSING SENATE FILE 66 (aka THE GOLDWATFR CATV DEREGULATION BILL), AND URGING THE DEFEAT OF ANY COMPANION PROPOSAL IN THE U.S. HOUSE OF REPRESENTATIVES WHEREAS, Cable Television is a local system using municipal property and municipally held easements over private property; and WHEREAS, Cable Television is, by its nature and by virtue of public need, a local, not a national communications medium; and WHEREAS, local and state governments have been successful in providing a reasonable regulatory framework for the full development of Cable Television to serve local con- sumers; and WHEREAS, there has been no showing of any overriding national interest in Cable Tele- vision which cannot be accommodated within the present system of state/local regula- tion; and WHEREAS, we assert the governmental powers are best exercised at the local level unless an overwhelming national interest cannot he fulfilled by state and local governments; and WHEREAS, S.F. 66 (aka The Goldwater Bill) strips state and local governments of most authority they now have to secure good Cable Television service for their communities and their constituents, to the harm of both. NOW, THEREFORE, BE IT HEREBY RESOLVED by the City Council of the City of Plymouth that: 1. There is no justification for the Federal Governer.` to preempt state and local authority over Cable Television. 2. Powers to regulate local systems are best exercised by local units of government. 3. S.F. 66 (aka The Goldwater Bill) is an unjustified and unwise Intrusion of Federal Government in a local manner. . The Plymouth City Council calls on all members of the U.S. House of Representa- tives to protect and preserve presently held state and local authority to assure that local Cable Television systems satisfy local community interest. 5. Copies of this Resolution be circulated to all members of Congress and other Interested parties. 7 The motion for adoption of the foregoing Resolution was duly secondod by an and upon vote being taken thereon, the following vot n Tavor thereof: Mayor Daven-port.
