' ouncilmember- s'lfff f-'Wls, Schnwider and Threinen The TOLIMIRV =Wors were absents none•— "'"'�""�' t� Entiprilmomber Moen introduced the following Resolution and moved its adoptIont RESOLUTION NO. 83- 118 DENYING LAND USE GUIDE PLAN AMENDMENT FOR BOYER PALMER (82048) WHEREAS, Mr. Boyer Palmer has requested approval of a Land Use Guide Plan Amendment to reclassify land from the LA -1 (low density residential) classification to the LA -4 (high density residential) classification for approximately 16 acres of land north of County Road 10 between Hemlock Lane and Deerwood Lane extended; and, WHEREAS, the Planning Comtimission has reviewed the proposal at a duly called public hearing and has recommended denial; 1. NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that it should and hereby does deny the Land Use Guide Plan Amendment for Boyer Palmer for approximately 16 acres located north of County Road 10, between Hemlock Lane and Deerwood Lane extended, for the following reasons: 1. The potential increased sewage flow would have a negative impact upon ti,e City's sanitary sewer capacity and would require restriction of other land in the City to compensate for the increased flow. 2. The proposed reguiding would not be representative of good planning given the established LA -1 guiding and development in the area. 3. Traffic generated from an LA -4 guided area would have a negative impact in the area especially considering the existing traffic conditions and access constraints. 4. There are other developed sites available in the City for development such as that contemplated by the petitioner which are appropriately guided and/or zoned.
