Councilmember Schneider introduced the following Resolution and moved its adoption: RESOLUTION NO. 83-77 RESOLUTION ENDORSING DEVELOPMENT OF JOINT POWERS AGENCY TO FUNCTION AS A WATERSHED MANAGEMENT ORGANIZATION FOR THE SHINGLE CREEK WATERSHED WHEREAS, Chapter 509, Laws of Minnesota 1982 requires the formation of Watershed Management Organizations for the purpose of Surface Water Management, either by development of Joint Powers Agreements or be petition for the formation of a Chapter 112 Watershed District; and WHEREAS, it is the opinion of the City of Plymouth that the area identified as the Shingle Creek Secondary Watershed by the Metropolitan Council's regional plan for surface water management can best be managed by a Watershed Management Organ- ization developed under a Joint Powers Agreement. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNE- SOTA that: 1. The City of Plymouth hereby endorses the development of a Joint Powers AGency to function as the Watershed Management Organization for the Shingle Creek Watershed. 2. Fred Moore, City Engineer, is hereby appointed as Plymouth's repre- sentative to a steering committee to formulate a Joint Powers Agree- ment to be submitted for official consideration by the City Councils of the member cities. -The motion for the adoption of the foregoing Resolution was duly seconded by Councilmember Moen , and upon vote being taken thereon, the following votea Invote favor thereof: Mayor Davenport, Councilmembers Moen, Schneider and Threinen TWe-751lowing voted against orabstained: one Whereupon the Resolution was declared duly passeU and adopted. wtr www r•.
