Pursuant to due call and notice thereof, a rggMlar meeting of the City Council of
the City of Plymouth, Minnesota, was held an the 6th day of December . 19L3.
The following members were present: Mayor Davenport. Councilmemb2rs Moen, Neils,
6chneider and Threineh
The following members were absent: none
Councilmember Threinen introduced the following Resolution and moved its
adoption:
RESOLUTION NO. 82-618
APPROVING RPUD CONCEPT PLAN FOR LAURENT DEVELOPMENT FOR PROPERTY LOCATED NORTHEAST OF
47TH AVENUE NORTH AND VICKSBURG LANE (82052)
WHEREAS, Laurent Development has requested approval of an RPUD Concept Plan on
approximately 103 acres northeast of 47th Avenue North and Vicksburg Lane; and,
WHEREAS, The Planning Commission has reviewed the proposal at a duly called Public
Informational Hearing and has recommended approval;
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
MINNESOTA, that it should and hereby does approve the RPUD Concept Plan for Laurent
Development for property located northeast of 47th Avenue North and Vicksburg Lane,
subject to the following conditions:
1. Compliance with the City Engineer's Memorandum.
2. The information for an Environmental Assessment Worksheet (EAW) shall be
submitted as part of the PUD Preliminary Plan/Plat application; the
Environmental Quality Board EAW Procedures shall be initiated upon City
Council approval of the Preliminary Plat/Plan.
3. Staging of the development shall be in accordance with utility availability as
approved by the City Engineer.
4. Final density shall be 2.5 units per acre for the land at or above the
established high water elevation per the adopted City Storm Water Drainage
Plan as verified by the City Engineer. Density bonus points are assessed as
follows:
a. Four points based on the site of the project;
b. One point based on the proposal providing a variety of housing types.
5. The land located north of future Hamel Road/Metropolitan Urban Service Area
(MUSA) boundary in the Rural Service Area shall not develop until urban
services are available; and shall be platted as an outlot.

6. The Preliminary Plat/Plan application shall address the anticipated use of the
common area for the townhouses.
7. The petitioner shall submit written and graphic verification that the adjacent
"Amhurst RPUD" developers/owners are in support of, and will Jointly submit
necessary applications to achieve the required modifications to the approved
"Amhurst RPUD" plan/plat.
8. The Preliminary Plat/Plan shall demonstrate in detail that the proposed
landscaping and berming comply with the transition requirements.
9. The Preliminary Plat/Plan application shall address the internal roadway
circulation and thoroughfare needs as they relate to the phasing of this
development and to the connection with future and existinq roads in this area.
The motion for adoption of the foregoing Resolution was duly seconded by
Councilmember_Moen_, and upon vote being taken thereon, the
