Pursuant to due call and notice thereof, a reaular meeting of the City Council of the City of Plymouth, Minnesota was held on the 6th day of December , lg 81 The following members were present: Mayor Davinports Councilmembgr—s Moe-n—,—Neils, Schneider & Threinen The following members were absent: None *t* Councilmember Schneider introduced the following Resolution and moved its adoption: RESOLUTION NO. 8:2-616 A RESOLUTION SUPPORTING THE SUBMISSION OF AN "OPT OUT" APPLICATION TO THE MINNESOTA DEPARTMENT OF TRANSPORTATION WHEREAS, in 1980, 1981, and 1982 respectively, residents of the City of Plymouth contributed $451,804, $770,248, and $834,943 respectively to the Metropolitan Transit Taxing District to support the Metropolitan Transit Commission, and WHEREAS, Plymouth residents receive no transit service whatsoever from the Metropolitan Transit Commission in exchange for their tax dollars, and WHEREAS, the 1981 legislature adopted the "Metropolitan Transit Demonstration Project" legislation commonly known as the "Opt Out" bill, and WHEREAS, the purpose of this legislation was to allow cities receiving little or no service from the Metropolitan Transit Commission to improve community transportation by submission of an Opt Out application specifying alternate transit services which the community will contract for, and WHEREAS, the Plymouth City Council recognizes that the transit needs of Plymouth residents are not being satisfied through existing service levels, and WHEREAS, the only source of funding available at this time is through Opt Out, NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that is should and hereby does approve the submittal of an Opt Out application to the Minnesota Department of Transportation to provide the transit services Plymouth residents require for a one year test period. The motion for the adoption of the foregoing Resolution was duly seconded by Councilmember Neils9 and upon vote being taken thereon, the 0 own vote n favor : ereo Mayor Davenport, Councilmembers Moen, Neils, Schneider and Threinen The following vote against or abstained: None Whereupon the Resolution was declared duly passed and adopted. lir
