Pursuant to due call and notice thereof, a regular meeting of the City
Council of the City of Plymouth, Minnesota was held on the3rd day of
Maw_, 1982. The following members were present ar Davenport,
jrn. lmem ers Moen, Neils is, Schneider and Threinen The following members were
absent: none

adoption:
RESOLUTION NO. 82M
DESIGNATING CONSULTING ENGINEER AND AMENDING ENGINEER SERVICES AGREEMENT
I-494/COUNTY ROAD 15 INTERCHANGE
COUNTY ROAD 61 RELOCATION
WHEREAS, the City of Plymouth and the Carlson Companies have been considering
the construction of an interchange with I-494 and County Road 15, and the
realignment of County Road 61; and
WHEREAS, both projects will be necessary before the development of the Carlson
Center Addition; and
WHEREAS, in order to meet required time schedules for construction, a consulting
engineer for the project needs to be retained; and
WHEREAS, the project will involve joint cooperation between the City of
Plymouth, the City of Minnetonka and the Carlson Companies; and
WHEREAS, it is to the benefit of all parties to have the same consulting
engineering firm for all improvements necessary in conjunction with the
development of the Carlson Center;
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PLYMOUTH, MINNESOTA that the firm of Strgar-Roscoe, Inc. is designated as the
consulting engineer for the I-494/County Road 15 Interchange and the County Road
Road 61 reloaction project.
BE IT FURTHER RESOLVED that the scope of the project is as follows:
I-494/County Road 15 Interchange
Prepare all necessary design computations, plans and specifications and
carry out construction staking and inspection, including the bridge,
approach roads, ramps and other segments of the project.

Prepare all necessary design computations, plans and specifications,
and carry out construction staking and inspection for proposed County
Road 61.

BE IT FURTHER RESOLVED that the work is to be performed under the existing
engineering services agreement between the City of Plymouth and Strgar-Roscoe,
Inc. dated December 3, 1979, with the following modifications:
1. Payment for basic services as outlined in Section 4.1 of the
agreement shall be modified as follows:
a. Compensation for basic services for the I-494lCounty 15
interchange shall be computed on the basis of "Curve All of
the ASCE Manual No.4 5.
b. Compensation for engineering services for the County Road 61
project shall be based on "Curve B" of the ASCE Manual No.
45.
c. On the County Road 15/I-494 interchange the City will
receive a credit of $9,534.00 for work previously performed
under current studies.
d. For the County Road 61 relocation project the City shall
receive a credit of $1,500.00 for work perviously performed
on existing studies.
Me. The consultant shall invoice the City for work performed on
a monthly basis for the preceding month, with the
distribution of the total fee defined as follows:
1) Preliminary report and final design phase - 92.5%
2) Construction phase - 5.0%
3) Upon final completion - 2.5%
2. The engineering agreement in Section 4.2 defining payment for
additional services shall be modified as follows:
a. The compensation shall be on an hourly basis for the actual
time expended ata rate of 2.5 times salary cost plus
reimbursable expenses. The reimbursable expenses shall be
