HomeMy WebLinkAboutCity Council Resolution 1982-118CITY OF PLYNDUTH Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Plymouth, Minnesota, was held on the 1st day of March 19 82� The following members were present: _ Mayor Davenport, �ouncilmem ers oFoyyt, Arden, — Se following members were absent: none af. rar rniinrilnipmbpr Hoyt Introduced the following Resolution and moved its adoption: RESOLUTION NO. 82- 118 APPROVING PARKING PLAN AND VARIANCE FOR DICO ENTERPRISES, INCORPORATED AT 1605 COUNTY ROAD 18 (TRACT A REGISTERED LAND SURVEY 942) (A-475) WHEREAS, DICO Enterprises, Incorporated has requested approval of a "Proof-of-Parklnq Plan" and a variance from the City Ordinance parkinq requirements for the site at 1605 County Road 18 North, also described as Tract A Registered Land Survey No. 942; and, WHEREAS, this site contains 14.9 acres and two buildings, a free-standinq office structure of 8,400 sq. ft., and the north portion of an industrial building, approximately 273,144 sq. ft. of which are on this tract; and, WHEREAS, the petitioner has submitted a plan dated February 5, 1982, representing the existing dimensions of the site, the existing dimensions of the structures on the site, and the amount of parking spaces which could be provided on the site within the parking standards of the City of Plymouth 7oninq Ordinance and within the constraints of existing easements on the site; and, WHEREAS, the City has determined that the minimum number of parkinq spaces required by the Plymouth Zoning Ordinance for the actual occupancies and uses of the buildings at this time is 388, and that the number of parking spaces that could be provided on this site per the submitted plan is 294; and, WHEREAS, the petitioner seeks to sell the property adjacent to the south (Tracts A and B Registered Land Survey No. 1376) which consists of approximately 10.3 acres and which contains vacant land and the balance of the Industrial building which has an area of approximately 95,350 sq. ft., without an encumbrance upon that land for parking spaces which could serve the subject site; NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that it should and hereby does approve the request of DICO Enterprises, Incorporated to approve the Parking Plan dated February 5, 1982, and to grant a variance from the Ordinance minimum parking standards based on the actual occupancies, which require a potential 388 spaces versus the 294 spaces which the Plan demonstrates are possible, in consideration of the following: 1. The use of the main industrial building was designed for and is used for the storage and fabrication of steel and steel products requiring significant amounts of open space within the building to accommodate overhead cranes, vehicles, and other heavy equipment: Page 2 Resolution No. 82- 118 2. The use of the industrial building generates a level of employment at any given time which requires less than the Ordinance required parking and this, based upon fic!d observation, includes the office uses cur- rently occupying this site both the free-standinq office building and In the industrial building; 3. Additional parking can be provided, as demonstrated by the Parking Plan dated February 5, 1982, though the number of ultimate parking spaces possible is less than required by the City Ordinance for structures of this magnitude in the Industrial District, thereby limiting future occupancies and uses of these structures to those which can be supported by the ultimate amount of parking availahle on the site.
