The following members were present: M4oy r Davenport. Councilmembers Hoy—t—,-Neils, Schneider and Threineq The following members were absent: none .._ Cquq--i1mgmhPC Threinen introduced the following Resolution and moved its adoption: RESOLUTION NO. 81- 565 DEFERRING FINAL ACTION ON VARIANCE REQUEST BY MR. ARNOLD PALMER (81034) WHEREAS, Mr. Arnold Palmer has requested variances from the City Subdivision Code and from the City's Policy Resolution No. 75-664 regulating urban development to permit division of land in Section 4 by metes and bounds description and to develop eight single family residential lots in the unserviced area of the City; and, WHEREAS, current planning efforts by the City to develop a Comprehensive Park Plan have preliminarily identified the subject property as the potential site for a City Park; and, WHEREAS, subsequent to review of the variance petition by the Planning Commission, the petition was reviewed by the Park and Recreation Advisory Commission which has recommended that final action be deferred until the Comprehensive Park Plan is completed and reviewed by the City Council; and, WHEREAS, development of the Rural Service land area in the vicinity of Pomerleau Lake as proposed would preclude acquisition and development of the subject area for park purposes should it be determined, following review and approval of a Comprehensive Park Plan, that the area should be acquired and developed as Public Park; NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that it should and hereby does defer final action on the petition by Mr. Arnold Palmer for Subdivision and Urban Development Policy variances to divide and develop land in Section 4, north and east of Pomerleau Lake until such time as the City Council has had an opportunity to review and consider the Comprehensive Park Plan which is in preparation; FURTHER, the purpose of deferring final action on this variance request to allow development in the Rural Service area is to assure that the final determination will include consideration of Comprehensive Planning available to the City re- garding future public needs and services as the Rural Service area develops. The motion for the adoption of the foregoing Resolution was duly seconded by Cnyurilmeftr Hoyt , and upon vote being taken thereon, the following voted in favor thereof: _Mayor Davenport, Councilmembers Hoyt, Schneider and Davenport . The following voted against or abstained: Counci mem er Neils. Whereupon the Resolution was declared duly passed and adopted.
