The following members were present: �= Acting Mayor Nei :i, Couui m mb rs Hovt Schneider A Thrpinan The following members were absent: Mayor Davenport Actin Mayor Neils introduced the following Resolution and moved Its adoption: RESOLUTION NO. 81-302 APPROVING SITE PLAN AMENDMENT FOR ST. PHILIP THE DEACON LUTHERAN CHURCH AT 17205 COUNTY ROAD 6 (81019) WHEREAS, St. Philip the Deacon Lutheran Church has requested approval of a site plan amendment for an addition to their existing parking facilities located at 17205 County Road 6; and, WHEREAS, the request has been reviewed by the Planning Commission at a duly called public hearing and approval is recommended; NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that it should and hereby does approve the request of St. Philip the Deacon Lutheran Church for a site plan amendment to expand their existing parking facilities located at 17205 County Road 6 subject to the following conditions: 1. Compliance with the City Engineer's Memorandum. 2. Submittal of ordinance required performance guarantee to assure completion of all approved site improvements; improvements shall be made within six (6) months at which time the site will be reviewed for compliance. 3. All shrubs and plantings displaced by new parking lot construction shall be relGcated or replaced into adjacent yard areas; a detailed landscape plan for additional landscaping along the east side of the new parking lot shall be submitted for review and approval by the City prior to installation of the landscaping which shall provide reasonable buffer to the adjacent residential properties. 4. Screen fencing shall be extended 60 feet north along the west edge of the west parking lot beginning at the southwest corner of the west parking lot connecting with the proposed fence along the south edge; fencing shall be extended northerly at least one stall depth from the southeast end of the proposed fencing along the south edge of the east parking lot. 5. The west driveway onto County Road 6 shall be a maximum of 24 feet wide and shall have one lane out and one lane in. 6. Appropriate traffic control measures shall be provided on the site to assure that traffic does not back out onto County Road 6 and that parking is contained totally on the designated areas of the site. Resolution No. 81-302 Page 2 7. Elimination of the first two stalls on the west side of the east parking lot in the northwest corner. 8. On-site stop signs shall be installed at the entrance and at the east end of the north parking lot to control traffic flow. The motion for the adoption of the foregoing Resolution was duly seconded by Councilmember Hoyt -and upon vote being taken thereon the following voted in favor thereof: Acting Mayor Neils, Councilmembers 6yt, Schneider & Threinen The following voted against or abstained: None Whereupon the Resolution was declared duly passed and adopted.
