Pursuant to due call and notice thereof, a ire ullar meeting of the City
Council of the City of Plymouth, Minnesota, was held on the 20th day of
April , 19 81 . The following members were present: Mayor Davenport,
Counci mem ers Ho;✓t, Neils, Schneider and Threinen
ng members were absent: none

Councilmember Neils introduced the following Resolution and moved
s adoption:
RESOLUTION NO. 81- 258
APPROVING PRELIMINARY PLAT FOR-ARLSON COMPANIES FOR "CARLSON CENTER" LOCATED
SOUTH OF COUNTY ROAD 15 ON THE EAST AND WEST SIDES OF I-494 (80019)
WHEREAS, Carlson Companies re(eived approval of a preliminary plat for "Carlson
Center", a proposed development of residential, commercial, and industrial sites
located in the south half of Sections 33 and 34 south of County Road 15 on the
east and west sides of I-494 subject to a number of conditions under Resolution
No. 80-805; and,
WHEREAS, that resolution directed that preliminary plat approval of the Berkshire
Lane and Old County Road 15 area and Outlots E and F and Lot 1, Block 5 and Lots
1 and 2, Block 6 be deferred subject to redesign for preliminary plat approval
prior to final plat approval of the entire plat or any part thereof; and,
WHEREAS, Carlson Companies in conjunction with a preliminary plat and rezoning
proposal for "Carlson Center Annex" (File 81002) developed plans in response to
that direction; and,
WHEREAS, the Planning Commission considered the revised preliminary plat at a
duly called public hearing and recommended approval; and,
WHEREAS, the City Council reviewed the proposed revisions in conjunction with
the Carlson Center Annex proposal which was granted preliminary plat approval
under- Resolution No. 81-143 on March 2, 1981;
NOW, THEREFORE, BE IT HEREBY RESGLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
MINNESOTA, that it should and hereby does approve the revised preliminary plat
for Carlson Centel-, a proposed oevelopment of residential, commercial and industrial
sites located in `he south half of Sections 33 and 34 south of County Road 15 on
the east and west sides of I-494 toy- Carlson Companies per plans dated April, 1981,
sunject to the following conditions:
I. Compliance with the City Engineer's Memoranda for this project.
2. Compli-ince with the development and public transportation system improvement
staging plan per the October, 1980 submittal.
3. Final zoning and development of individual nonresidential sites shall not be
approved by the City Council until construction contracts have been awarded
for the Carlson Parkway/Highway 12 interchange west of I-494, and for the
Highway 15/I-494 interchange and County Road 61 east of I-494.

A. The intent is that mass grading can commence once the E.A.W. has been
approved and when the appropriate grading permits have been issued (with
bonding for erosion control and restoration).
B. Relative to County Road 61 and development east of I-494, no final
zoning or site plan approval should occur there until the contracts
have been awarded for the County Road 15/I-494 interchange and the
entire County Road 61 connection from Highway 12 to Xenium Lane.
4. Completion of the required Environmental Assessment Worksheet process prior
to final platting.
The Connection of Carlson Parkway and old County Road 15 and/or Fernbrook
Lane and the access to the properties on the northside of County Road 15
east of Harbor Lane are subject to further design study considering the
future need for the extension of Fernbrook Lane between County Road 6 and
County Road 15 and possible collector -distributor construction between
Highway 12 and County Road 6 prior to final plat approval.
6. Limitations as to building locations and height, and specifications as to
project buffering and transitions shall be as indicated in the October,
1980 submittal subject to detailed final plan approval and future site
plan approval.
7. Final design and density of residential developments shall be subject to
future site plan approval in accordance with applicable ordinance require-
ments at that time.
S. Requiring that the final plat design provide for the continuity of pedestrian
and bike trail from County Road 15 and new County Road 61 to the County Road
15 interchange.
9. The intersection of Zinnia Lane and existing County Road 15 shall be
designed to minimize headlight glare from the two houses on the north side
of that intersection as traffic approaches from the southwest direction.
BE IT FURTHER RESOLVED that Resolution No. 80-805 is hereby recinded.
The motion for the adoption of the foregoing Resolution was duly seconded
by Councilmember Schneider , and upon vote being taken thereon, the
following voted in"Tavcr thereof: Mayor Davenport, Councilmembers Hoyt,
Neils. Schneider and Threinen
following voted against or abstained: none
Whereupon the Resolution was declared duly passed and adopted.
