LAKE AREA STORM DRAINAGE IMPROVEMENTS WHEREAS, pursuant to proper notice duly given as required by law, the Council has met and heard and passed upon all objections to the proposed assessments for the following improvement: 1. Parkers Lake (PL -P1) 2. Ponds BC-P19A and BC-P19B lying north and south of the Minnesota Western railroad right-of-way between Harbor Lane and Fernbrook Lane/I-494 3. Pond BC -P20 lying on the west side of Interstate Highway No. 494 south of County Road 6 4. Pond BC -P21 lying on the east side of Interstate Highway No. 494 south of County Road 6 5. Inlet and outlets for Ponds PL -P2, BC-P19C and BC -P27 by the installation of storm sewer, ponding areas, pumping station and all necessary appurtenances; NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA: 1. Such proposed assessment, as amended, a copy of which is attached hereto and made a part hereof, is hereby accepted and shall constitute the special assess- ment against the lands named therein and each tract of land therein included is hereby found to be benefited by the proposed improvement in the amount of t+ie assessment levied against it. 2. Such assessment shall be payable in equal annual installments extending over a period of 10 years, the first of the installments to be payable on or before the first Monday in January, 1982, and shall bear interest at the rate of 1% per annum above the bond interest -ate from May 1, 1981. To the first install- ment shall be added interest on the entire assessment from May 1, 1981 until December 31, 1982. To each subsequent installment when due shall be added interest for one year on all unpaid installments. Resolution No. 81-111 Page 2 3. The owner of any property so assessed may, at any time prior to certification of the assessment to the County. Finance Director, pay the whole of the assess- ment on such property with interest accrued to the date of payment to the City Finance Director, except that no interest shall be charged if the entire assess- ment is paid within 30 days from the adoption of this Resolution; and he may at any time thereafter pay the City Finance Director the entire amount of the assessment remaining unpaid with interest accrued to December 31 of the year in which such payment is made. 4. The Clerk shall forthwith transmit a certified duplicate of this assessment to the County Finance Director to be extended on the proper tax lists of the County and such assessments shall be collected and paid over in the same manner as other municipal taxes. 5. The total cost of the improvement assessed by this Resolution is: $696,697.28. 6. The total cost to be financed by the City is: Ad Valorem Tax $160,612.20 The :lotion for the adoption of the foregoing Resolution was duly seconded by Councilmember Schneider and upon vote being taken thereon, the following voted in favor thereof: Mayor DavenP4rt, Councilmembers Hoyt, �yl eil§, Schngidr ¢ Threinen The following voted against or abstained: None Whereupon the Resolution was declared duly passed and adopted.
