RESOLUTION 2004-084
APPROVING COMPREHENSIVE PLAN AMENDMENTS TO CHAPTER 8 (PARKS,
TRAILS, OPEN SPACE AND RECREATION PLAN) AND CHAPTER 11 (PUBLIC
FACILITIES PLAN) TO PROVIDE CONSISTENCY WITH THE 2004-2008 CAPITAL
IMPROVEMENTS PROGRAM (2003139)
WHEREAS, the City of Plymouth has initiated amendments to the text of Chapters 8 and 11 of
the Comprehensive Plan; and
WHEREAS, the Comprehensive Plan states that the City will need to monitor facility needs as
part of its annual budget and Capital Improvements Program review; and
WHEREAS, the proposed amendments are needed in order to provide consistency with the
proposed 2004-2008 Capital Improvements Program; and
WHEREAS, the Planning Commission has reviewed said request at a duly called public hearing
and recommends approval.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PLYMOUTH, MINNESOTA, that it should and hereby does approve amendments to
Chapters 8 and 11 of the Comprehensive Plan, subject to the following finding and condition:
Finding:
1. Approval of the text amendments would address upcoming public improvement projects
and provide consistency with the proposed 2004-2008 Capital Improvements Program.

1. Approval of this Comprehensive Plan amendment is contingent upon, and subject to, the
required review and response by the Metropolitan Council.
FURTHER, to incorporate the changes, the City will modify the text of the Comprehensive plan,
as follows:
1. Chapter 8 (Parks, Trails, Open Space and Recreation Plan), Pages 8-77 and 8-78 (8.6.2.1)
relating to the Plymouth Ice Center.
2. Chapter 11 (Public Facilities Plan), Pages 11-2 and 11-3 (11.3) relating to Needs
Assessment.
