HomeMy WebLinkAboutCity Council Resolution 2005-426CITY OF PLYMOUTH RESOLUTION 2005-426 APPROVING FINDINGS OF FACT FOR A ZONING ORDINANCE TEXT AMENDMENT TO ALLOW ELECTRONIC SIGNS IN THE COMMERCIAL ZONING DISTRICTS (2005120) WHEREAS, Provident/Waterford, L.L.C. has requested an amendment to allow electronic signs in the commercial zoning districts; and WHEREAS, the Planning Commission has reviewed the proposed text amendment at a duly called public hearing and recommends approval; and WHEREAS, the City Council has adopted a Zoning Ordinance text amendment allowing electronic signs in the commercial districts under certain conditions. NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that it should and hereby does approve the requested Zoning Ordinance text amendment, based upon the following findings: 1. The proposed amendment would be consistent with the City's Comprehensive Plan, and with the City's ordinances and policies. 2. The proposed amendment would allow electronic signs in a manner that ensures they do not create a nuisance, distract drivers, jeopardize safety of the traveling public, or otherwise adversely affect the public health, safety, and welfare of the community by 1) limiting their size, 2) addressing design standards, 3) not allowing the signs to blink, flash, rotate, scroll, or move in any way, and 4) requiring the copy or script to remain the same for at least 24 hours.
