RESOLUTION 2005-317
APPROVING FINDINGS OF FACT FOR THE REZONING OF PROPERTY LOCATED
EAST OF VICKSBURG LANE, NORTH AND SOUTH OF COUNTY ROAD 47 (2005045)
WHEREAS, Lundgren Bros. Constriction, Inc. has requested reclassification of the zoning for
the proposed "Taryn Hills" development from FRD (Future Restricted Development) to RSF-2
(Single Family Detached 2), RSF-3 (Single Family Detached 3), RMF -I (Multiple Family 1),
RMF -3 (Multiple Family 3), C-2 (Neighborhood Commercial), and P -I (Public/Institutional) for
the 237.6 -acre site located east of Vicksburg Lane, north and south of County Road 47;
WHEREAS, the Planning Commission has reviewed said request at a duly called public hearing
and recommends approval; and
WHEREAS, the City Council has adopted an ordinance rezoning the affected parcel from FRD
(Future Restricted Development) to RSF-2 (Single Family Detached 2), RSF-3 (Single Family
Detached 3), RMF -I (Multiple Family 1), RMF -3 (Multiple Family 3), C-2 (Neighborhood
Commercial), and P -I (Public/Institutional).
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PLYMOUTH, MINNESOTA, that it should and hereby does approve the request for
reclassification of the zoning from FRD (Future Restricted Development) to RSF-2 (Single
Family Detached 2), RSF-3 (Single Family Detached 3), RMF -I (Multiple Family 1), RMF -3
(Multiple Family 3), C-2 (Neighborhood Commercial), and P -I (Public/Institutional) for the
237.6 -acre site located east of Vicksburg Lane, north and south of County Road 47, in
accordance with the in accordance with the proposed "Taryn Hills" development plan received by
the City on June 29, 2005, and based on the following findings:
1. The proposed rezoning would be consistent with the Comprehensive Plan and other City
policies and plans.
2. The proposed residential zoning classifications (RSF-2, RSF-3, RMF -1, and RMF -3) would
provide for a development that complies with the density goal in the Comprehensive Plan.
3. The proposed commercial zoning (C-2) would provide for neighborhood convenience -scale
services and shopping opportunities to serve the development and surrounding area.

4. The proposed public/institutional zoning (P -I) would provide for the public park land to be
dedicated within this development.
5. The developer would be required to extend utilities and constrict (and reconstruct) public
streets to serve this development. The extension of public streets and services would be
consistent with Comprehensive Plan. Upon completion of this work, adequate infrastructure
would be in place to support the proposed rezoning and development of the site.
