RESOLUTION 2005-293
APPROVING A COMPREHENSIVE PLAN AMENDMENT FOR QUEST DEVELOPMENT,
INC. FOR PROPERTY LOCATED AT 9805 HIGHWAY 55 (2005042)
WHEREAS, Quest Development, Inc., has requested reclassification of the land use guiding for
4.34 -acres located at 9805 Highway 55 from CO (Commerical Office) to LA -4 (Living Area 4);
and,
WHEREAS, the property affected by the amendment is presently legally described as follows:
Lots 1 and 2, Block 1, Homestead Village Incorporated according to the recorded plat
thereof, Hennepin County, Minnesota.
WHEREAS, the Planning Commission has reviewed said request at a duly called Public Hearing
and recommends approval.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PLYMOUTH, MINNESOTA, that it should and hereby does approve the request by Quest
Development, Inc. for reclassification of the land use guiding from CO (Commercial Office) to
LA -4 (Living Area 4) for 4.34 acres parcel located at 9805 Highway 55, based on the following
findings:
1. The site meets the location criteria for LA -4 guiding because 1) it is located on a major
collector roadway with easy access to principal arterials, 2) the site also has easy access to
transit, commercial areas and the regional highway system which facilitate employment
opportunities, and 3) it is located a '/z mile distance from a park and would be connected to
the park by a (fiiture) trail.
2. The property supports a re-examination of the guiding due to 1) its small size and 2) its
unsightly appearance.
3. Reguiding this 4.34 -acre site would not adversely affect the supply of vacant land guided CO
as the market demand for office space has not yet rebounded.
4. The proposed apartments would be compatible with the surrounding apartments.

5. The proposed apartments would not result in negative impacts on public infrastructure.
FURTHER, approval of the land use guide plan amendment is contingent upon, and subject to,
the required review and response by the Metropolitan Council.
ADOPTED by the City Council on August 9, 2005.
