RESOLUTION 2005-110
APPROVAL OF A CONTRACT WITH
LAIDLAW TRANSIT SERVICES, INC. FOR
PLYMOUTH METROLINK AND DIAL -A -RIDE SERVICES
WHEREAS, The City of Plymouth under the Minnesota Transit Demonstration Project commonly
known as "Opt -Out," has initiated the Plymouth Metrolink and Plymouth Dial -A -Ride Transit
Programs; and
WHEREAS, The City annually submits an application to the Metropolitan Council for the fiinding
required for the provision of such programs; and
WHEREAS, the City Council has been apprised of the proposed program for Calendar Year 2005,
including its fiinding implications through the 2005 City of Plymouth budget process; and
WHEREAS, The operations of Plymouth Metrolink and Plymouth Dial -A -Ride are closely integrated
with Laidlaw Transit Services, Inc. and Metro Transit, and the continuation of existing services
requires service provision continuity with contracted service providers. Issues such as vehicles,
dispatch, and route operational integrity are crucial,
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PLYMOUTH, MINNESOTA: That it should and hereby does authorize the Mayor and the City
Manager to enter into a contractual agreement with Laidlaw Transit Services, Inc. for the provision
of transit services for Plymouth Metrolink and Plymouth Dial -A -Ride the period from March 27,
2005 through December 31, 2006 based on the contract prices detailed below:
1. The proposed short-term contact of 3% increase per year over the current hourly rate of
$53.54 per revenue hour. A revenue hour is calculated from the time of first passenger
pick-up to final passenger drop-off. The 2005 current service plan identifies 46,620
hours. The proposed hourly rates are:
March 27, 2005 through March 26, 2006 - $54.94 per revenue hour
March 27, 2006 through December 31, 2006 - $56.59 per revenue hour
2. The second component is a contract amendment that reimburses the City in the event
that fi el goes below $1.42 per gallon. Similarly if fi el goes above $1.42 (net of state
and federal taxes), the City would reimburse Laidlaw for the additional cost per gallon
over $1.42. It is estimated that he additional annual cost of this fi el escalator clause
would be approximately $25,000 on an annual basis with an estimated usage of 127,000
gallons.
3. The third component is a major repair item that Plymouth would cover the cost of
engine or transmission replacement or major rebuilds. The maximum exposure on
repairs is ten transmission and eight engine replacements at a cost of $60,000.
