HomeMy WebLinkAboutCity Council Resolution 2005-102CITY OF PLYMOUTH RESOLUTION 2005-102 ADOPTING POND MAINTENANCE POLICY WHEREAS, the City of Plymouth has over 1,000 natural and man-made ponds, wetlands and drainageways that help prevent flooding and help filter pollutants and sediment from storm water runoff before it reaches Plymouth's lakes; and WHEREAS, in 2004 the City Council appointed a citizen Surface Water Task Force to study the extent of the issues associated with water quality mandates, pond cleaning, flooding, and drainage issues; to provide recommendations to the City Council on the appropriate City role in pond cleaning, flooding, and drainage correction issues; and to work with staff to create options for funding programs involving pond cleaning, flooding and drainage issues and provide recommendations to the City Council; and WHEREAS, the Task Force recommended that the City should take responsibility for maintaining the water quality and flood prevention functions of all ponds (man-made) and wetlands (natural) that are part of the City's drainage system; and WHEREAS, in order to implement the Task Force's recommendations, a policy has been prepared to provide guidance on the standards for maintaining the different types of ponds; how the program will be funded; how an inventory will be used to establish maintenance priorities; the procedure for dealing with existing pond maintenance agreements, and the principles for communicating with citizens and addressing concerns they have about pond maintenance projects; NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that it hereby adopts the attached "Pond Maintenance Policy." FURTHER, BE IT RESOLVED, that the adoption of this policy constitutes adoption of a program for pond maintenance as contemplated in various pond maintenance agreements between the City and landowners in the City of Plymouth. Adopted by the City Council on March 8, 2005.
