HomeMy WebLinkAboutCity Council Resolution 2005-038CITY OF PLYMOUTH RESOLUTION 2005-038 APPROVING PUD AMENDMENT TO ALLOW CONSTRUCTUION OF A 1,277 -SQUARE FOOT CAR WASH ADDITION FOR PROPERTY LOCATED AT 2725 CAMPUS DRIVE IN THE NORTHWEST BUSINESS CAMPUS PUD (2004148) WHEREAS, Holiday Stationstores Inc. has requested approval of a PUD amendment to allow a 1,277 - square foot car wash addition for property legally described as follows: Lot 2, Block 1, Northwest Business Campus 13th Addition, Hennepin County, Minnesota WHEREAS, the Planning Commission has reviewed said request at a duly called public hearing and recommends approval. NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that it should and hereby does approve the request by Holiday Stationstores Inc. to allow a 1,277 -square foot car wash addition at 2725 Campus Drive, subject to the following findings and conditions: 1. A PUD amendment is granted to allow a car wash addition, in accordance with the application and plans received by the City on December 6, 2004, and December 13, 2004, except as may be amended by this resolution. 2. Prior to issuance of a building permit, a revised site plan shall be submitted replacing "one-way, do not enter" signage to "no parking, fire lane" signage on the southeast side of the proposed car wash. 3. Prior to issuance of a building permit, a revised site plan shall be submitted to show a stop sign and two "one-way, do not enter" signs on the south corner of the site. The sign locations shall be reviewed and approved by City staff. 4. Prior to issuance of a building permit, a revised site plan shall be submitted to add a second car wash directional sign near the southwest corner of the building. Prior to issuance of a building permit, a revised site plan shall be submitted to show constriction limits within the subject property boundary or provide consent by adjacent property owners permitting the constriction limits on their property. 6. Prior to issuance of a building permit, all plan sheets shall be revised to increase the distance from the car wash building to the curb by 6 -inches and reduce the drive aisle to by 6 -inches. 7. Prior to issuance of a building permit, a revised exterior elevation plan or lighting plan shall be submitted as needed to correct the inconsistency of wall lighting on the south side of the building. Any proposed exterior lighting shall meet Zoning Ordinance requirements. 8. Prior to issuance of a building permit, access easements shall be submitted for City review and approval. 9. Prior to issuance of a building permit, a site improvement performance agreement and financial guarantee shall be submitted pursuant to Section 21045.10 of the Zoning Ordinance. 10. Engineering conditions: a. Prior to issuance of a building permit, the plans shall be revised to include the following: I . Indicate the size and type of material proposed in the utility systems on the utility plans. 2. Provide detail B612 for parking and drive aisles. 3. Sheet SPI, Paving Section I -SPI shall have the same aggregate base section as note 2, 10" of Class 5 Aggregate Base (100% Crushed Limestone) 4. Sheet SPI, Note 10 should reference City Detail ST -2 for the catch basin and ST -5 for the catch basin manhole. Use the City Details on Sheet SP -2. 5. Provide and invert elevation for the trench drain. 6. Show the existing storm sewer from the southeast corner of the existing building to the existing catch basin. 7. Special bedding is required for the new catch basin and storm sewer; use City Detail ST -6. 8. The trench drain is proposed to be constricted over the existing 2" copper water service. Consider relocation. 9. Use City Detail ST -19 and ST -20 for inlet protection. Show details, and indicate the placement of locations on plans. 10. Provide a traffic control plan to be used during constriction. 11. Use City Standard Details wherever possible. 12. A sanitary sewer drain must be placed inside the car wash in such a manner that all drainage is directed to it. Additionally, a flammable separator and a sand (grit) collection chamber are required. Show details. b. Prior to issuance of a building permit, a description shall be submitted identifying all reasonable steps to avoid water quality impacts and mitigate with appropriate best management practices (BMPs), to prevent water quality in receiving waters from falling below established standards. Resolution 2005-038 (2004148) Page 3 c. Prior to issuance of a building permit, a permit shall be obtained from the MPCA for private sanitary sewer. d. Prior to issuance of a building permit, Sewer Availability Charges must be paid. e. A clean out is required every 100 feet for sanitary sewer services. f. Prior to the financial guarantee being released, the City requires reproducible mylar prints of sanitary sewer, water service, storm sewer and pond As-Builts for the site. g. The site plan shall comply with the City of Plymouth's current Engineering Guidelines or the State Plumbing Code, whichever applies. h. All site utilities shall comply with the State Plumbing Code. 12. Fire Conditions: a. An automatic fire sprinkler system is required to protect the entire building and car wash addition. b. All drive aisles shall be identified as fire lanes and constricted to minimum fire lane constriction requirements. All damaged fire lanes shall be repaired to a 7 ton driving capacity. Include the fire lane sign locations and inside turn radius on all drive aisles from any direction on the plans. c. An 8 1/2 inch x I I inch "As -Built" Fire Protection Plan shall be submitted prior to the release or reduction of any site improvement bonds, per City Policy. d. Fire Lane signage must be installed in locations as identified by the Fire Inspector. e. When an automatic fire extinguishing system is provided, the system shall be monitored by a UL central station with a UL Certificate on the system. The PIV, all system control valves and the system flow switches must be monitored by a UL central station. f. The locations of fire hydrants, post -indicator valves, and fire department connections shall be approved by the Fire Inspector. g. The relocated watermain and the PIV shall be hydrotested. 13. Standard Conditions: a. The applicant shall remove any diseased or hazardous trees. b. All signage shall comply with the Section 21155 of the Zoning Ordinance and approved sign plan for the Northwest Business Campus PUD. c. All lighting shall comply with Section 21105.06 of the Zoning Ordinance. d. Building permits are required prior to the commencement of any constriction related to the project. e. Any subsequent phases or expansions are subject to required reviews and approvals per Ordinance provisions. f. The permit is subject to all applicable codes, regulations and ordinances, and violation thereof shall be grounds for revocation. g. This approval shall expire one year after the date of approval, unless the property owner or applicant has substantially started constriction of the project, or unless the landowner or applicant has received prior approval from the City to extend the expiration date for up to one additional year, as regulated under Sections 21045.09 and 21015.07 of the Zoning Ordinance.
