HomeMy WebLinkAboutCity Council Resolution 2006-503CITY OF PLYMOUTH RESOLUTION NO. 2006-503 ESTABLISHING REVISED WATER AND SANITARY SEWER AREA AND CONNECTION CHARGES WHEREAS, the City has responsibility for installation and/or payment for the installation of sanitary sewer interceptors, sanitary sewer trunk mains, lift stations, water trunk mains, wells, water treatment plants, and water storage facilities for the benefit of present and fiiture residents: and WHEREAS, it has been determined by this Council that the most equitable and reasonable way of financing said improvements is through a combination of area charge upon land benefited by such improvements, as well as connection charges for specific uses; and WHEREAS, current water and sanitary sewer area and connection charges are not projected to be sufficient to cover the cost of infrastructure needed to supply future development; NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA: That the following water and sanitary sewer area and residential equivalent connection (REC) charges are adopted by the City of Plymouth for all land deemed to be benefited from water and/or sanitary sewer facilities. Area charges are to be levied upon the developable area (area above the ordinary high water level) of parcels which have not previously been specially assessed area charges under State Statute Chapter 429. REC charges are to be paid at time of issuance of building permits for parcels that have not paid for the appropriate number of residential equivalent connections. The following water and sanitary sewer area and residential equivalent connection charges are effective beginning January 1, 2007. Water Area Charge Residential Equivalent Connection Charge $ 3,525 per developable acre $9K 1,025 per dwelling unit or residential equivalent connection (REC). The REC is defined as a sewer availability charge (SAC) unit (as calculated by the Metropolitan Council — Environmental Services) multiplied by 1.39. Sewer Area Charge Residential Equivalent Connection Charge $940 950 per developable acre $38-3 400 per dwelling unit or residential equivalent connection (REC). The REC is defined as a sewer availability charge (SAC) unit (as calculated by the Metropolitan Council — Environmental Services) multiplied by 1.39. AND, FURTHER, the area and connection charges shall be reviewed and revised effective January 1, of each year based upon the change in the constriction cost index as published in the American City & County magazine.
