Policy 1. Assists in policy formulation without exerting undue influence. 2. Provides sound advice on policy matters. 3. Carries out adopted policy effectively, faithfully and in a timely manner. Specific comments B. Planning 1. Plans, organizes and supervises implementation of ongoing City programs and services 2. Organizes program planning in a manner that anticipates future needs and problems and establishes common goals for adoption by the City Council. 3.
