RESOLUTION 2006-394
APPROVING AN INTERIM HOME OCCUPATION LICENSE FOR JULIE RALPH FOR
PROPERTY LOCATED AT 4250 XIMINES LANE NORTH (2006079)
WHEREAS, Julie Ralph has requested an interim home occupation license to operate a massage
therapy business from her home 4250 Ximines Lane North, legally described as follows:
LOT 5, BLOCK 2, ROBERT MIDDLEMIST 6TH ADDITION, Hennepin County, Minnesota.
WHEREAS, the Planning Commission has reviewed said request at a duly called public meeting
and recommends approval.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PLYMOUTH, MINNESOTA, that it should and hereby does approve the request by Julie
Ralph for an interim home occupation license at 4250 Ximines Lane North, subject to the
following conditions:
I. The interim home occupation license is approved for a massage therapy business in
accordance with the application and plans received by the City on August 8, 2006, August
31, 2006, and September 8, 2006 except as amended by this resolution.
2. Compliance with Section 21145 of the Zoning Ordinance, relating to Home Occupations.
3. Compliance with Section 1135 of the Plymouth City Code, relating to Massage Therapy
Businesses.
4. The applicant meets all the general standards for home occupations and all the specific
requirements for interim home occupations. Specifically:

a) The home occupation would be clearly incidental and secondary to the residential use
of the premises, would not change the residential character, and would not result in a
disturbance to the surrounding uses.
b) On -street parking facilities would not be utilized to accommodate parking demand.
c) Less than 25 percent of one story of the home would be used for the home occupation.
d) No person other than those who reside in the home would be employed on the
premises.
5. Clients shall enter and exit the home using the front door only.
5. The interim home occupation license is valid for one year from the date of approval. The
applicant may apply to the Zoning Administrator for renewal of the interim home
occupation prior to expiration of the license.
