RESOLUTION 2006-266
APPROVING A SITE PLAN AMENDMENT FOR A PARKING LOT EXPANSION AT THE
PLYMOUTH CREEK CHRISTIAN CHURCH LOCATED AT 16000 — 41sT AVENUE

WHEREAS, Wayzata Public Schools has requested approval of a site plan amendment for a 45 -
stall parking lot expansion at the Plymouth Creek Christian Church located at 16000 — 41st
Avenue North, for property legally described as:
Lot 5, Block 1, Willow Meadows Second Addition, Hennepin County, Minnesota
WHEREAS, the Planning Commission has reviewed said request at a duly called public meeting
and recommends approval.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PLYMOUTH, MINNESOTA, that it should and hereby does approve the request by
Wayzata Public Schools for a site plan amendment for a 45 -stall parking lot expansion at the
Plymouth Creek Christian Church, subject to the following conditions:
A site plan amendment is approved to allow a 45 -stall parking lot expansion on the Plymouth
Creek Christian Church property for joint use by Plymouth Creek Christian Church and
Plymouth Creek Elementary School, in accordance with the application materials received by
the City on March 9, 2006, and revised plans received on June 9, 2005, subject to the
conditions listed below.
2. A separate grading permit is required prior to constriction of the parking lot expansion.
Prior to issuance of a grading permit, the applicant shall revise the landscape plan to show six
additional evergreen trees to be planted north of the five proposed evergreen trees for
additional parking lot screening.

4. Prior to issuance of a grading permit, the applicant shall submit a legal document signed by
representatives of Plymouth Creek Christian Church and Plymouth Creek Elementary School
allowing joint parking of the 45 -space parking addition on the church property.
5. Prior to issuance of a grading permit, a site improvement performance agreement and
financial guarantee shall be submitted pursuant to Section 21045.10 of the Zoning Ordinance.
6. Prior to issuance of a grading permit, silt fence shall be installed prior to any constriction on
the site.
7. Prior to issuance of a grading permit, the applicant shall provide the following easements:
a. A drainage and utility easement for the area of the bioretention basin.
b. A separate unobstructed access easement from a public street to the bioretention basin.
The easement must be a minimum of 15 feet wide and must not exceed a 15 percent
grade.
8. Prior to issuance of a grading permit, the applicant shall obtain all appropriate permits from
the Bassett Creek Water Management Commission, NPDES, and the City of Plymouth
Engineering Department to work in street right of way.
9. Prior to issuance of a grading permit, the applicant shall revise the plans to indicate the
following:
a. Inlet protection is required for the existing catch basins. Use City detail ST -22 and 23.
b. ADA pedestrian ramps are required on the north and south side of 41" Avenue at the
sidewalk crossing. Use City detail STRT-6.
c. The crosswalk shall be striped along with required signs at the crosswalk and advanced
crosswalk signage. A sidewalk connection shall also be made to the school parking lot
on the south side of 41" Avenue.
d. Do not use seed mix in the bioretention basin. Use 2 -inch plugs or 4 -inch pots for
survivablility.
10. The ribbon curb must be approved by the Bassett Creek Water Management Commission.
11. Street sweeping is required at a minimum of once per week.
12. All drainage swale slopes shall be a minimum of 1 3/4 percent.
13. Standard Conditions:
a. All signage shall comply with the Section 21155 of the Zoning Ordinance.
b. Any subsequent phases or expansions are subject to required reviews and approvals per
Ordinance provisions.

c. The permit is subject to all applicable codes, regulations and ordinances, and violation
thereof shall be grounds for revocation.
g. This approval shall expire one year after the date of approval, unless the property owner
or applicant has substantially started constriction of the project, or unless the landowner
or applicant has received prior approval from the City to extend the expiration date for up
to one additional year, as regulated under Sections 21045.09 of the Zoning Ordinance.
