HomeMy WebLinkAboutCity Council Resolution 2006-221CITY OF PLYMOUTH RESOLUTION 2006-221 APPROVING FINDINGS OF FACT FOR A ZONING ORDINANCE TEXT AMENDMENT TO ALLOW ELECTRONIC SIGNS IN THE P -I (PUBLIC/ INSTITUTIONAL) ZONING DISTRICT BY CONDITIONAL USE PERMIT (2006021) WHEREAS, the City of Plymouth has initiated an amendment to allow electronic signs in the P -I (Public/Institutional) zoning district by conditional use permit; and WHEREAS, the Planning Commission has reviewed the proposed text amendment at a duly called public hearing and recommends approval; and WHEREAS, the City Council has adopted a Zoning Ordinance text amendment allowing electronic signs in the P -I (Public/Institutional) zoning district under certain conditions. NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that it should and hereby does approve a Zoning Ordinance text amendment, based upon the following findings: 1. The proposed amendment would be consistent with the City's Comprehensive Plan, and with the City's ordinances and policies. 2. The proposed amendment would allow electronic signs in a manner that preserves the character of surrounding residential neighborhoods and ensures that they do not create a nuisance, distract drivers, jeopardize safety of the traveling public, or otherwise adversely affect the public health, safety, and welfare of the community by 1) requiring a conditional use permit, 2) requiring that they abut arterial or major collector roadways, 3) not allowing the signs to blink, flash, rotate, scroll, or move in any way, 4) restricting hours of illumination, and 5) restricting the frequency that the message can change.
