RESOLUTION 2006-008
APPROVING A SITE PLAN AMENDMENT AND CONDITIONAL USE PERMIT
AMENDMENT TO ALLOW BUILDING EXPANSION AT ST. PHILIP THE DEACON
LUTHERAN CHURCH, 17205 COUNTY ROAD 6 (2005133)
WHEREAS, PCL Constriction Services, Inc. has requested approval of a site plan amendment
and conditional use permit amendment for property legally described as follows:
All that part of the East 600 feet of the Southwest Quarter of the Southwest Quarter
of Section 29, Township 118, Range 22 lying South of the Southerly right of way
line of County Road No. 6, and North of the South 577.4 feet thereof, according to
the United State Government Survey thereof and situated in Hennepin County,
Minnesota.
WHEREAS, the Planning Commission has reviewed said request at a duly called Public Hearing
and recommends approval.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PLYMOUTH, MINNESOTA, that it should and hereby does approve the request by PCL
Constriction Services, Inc. for a site plan amendment and conditional use permit amendment to
allow an addition at St. Philip the Deacon Lutheran Church, subject to the following conditions:
1. This approval allows a two story addition totaling 9,600 square feet, in accordance with the
plans received by the City on November 29, 2005, except as may be amended by this
resolution.
2. Prior to issuance of the building permit, the applicant shall enter into a Site Improvement
Performance Agreement and provide a financial guarantee for site improvements including,
but not limited to, landscaping and sidewalks.

3. Mechanical units shall be screened pursuant to ordinance requirements.
4. Prior to issuance of the building permit, the applicant shall obtain the necessary permits and
approvals as follows: Minnehaha Creek Watershed District and NPDES.
5. Prior to issuance of building permits, the applicant shall revise the plans to indicate or include
the following:
a) A detail of the concrete paver terrace.
b) B612 concrete curb and gutter.
c) Details for any new or relocated sanitary sewer, storm sewer, and waterline services,
including size and type of materials.
d) Proposed lowest floor and first floor elevations of proposed addition and existing building.
e) Signature of professional engineer on site plan and civil plans.
f) Rain garden details.
g) A note stating that the parking area and adjacent streets shall be scraped and swept clean
during constriction a minimum of one time per week.
h) Location of storm sewer inlet erosion control protection and related City Details ST -22
and 23.
i) Location of silt fence and related City Detail DWG -9.
j) A grading, drainage, and erosion control plan in compliance with the City's erosion
control regulations.
k) Grading plan for the proposed work including contours at least 100 feet beyond the edge
of the work.
24-.6. Standard Conditions:
d-. a. The lowest building opening must be 1.5 feet higher than adjacent ponds or wetlands. The
lowest floor elevation must be a minimum of two feet higher than the High Water Level of
adjacent ponds or wetlands.
b. The site plan shall comply with the City of Plymouth's current Engineering Guidelines or
the State Plumbing Code, whichever applies.
ftc. Compliance with the Ordinance regarding the location of fire hydrants, post indicator
valve, fire department connection, fire lanes, and fire lane signage.
fid. An 8 1/2 x 11 inch "As Built" Fire Protection Plan shall be submitted prior to the
release or reduction of any site improvement bonds per City Policy.
te_This approval shall expire one year after the date of approval, unless the property owner
or applicant has substantially started constriction of the project, or unless the landowner
or applicant has received prior approval from the City to extend the expiration date for up
to one additional year, as regulated under Sections 21015.07 and 21045.09 of the Zoning
Ordinance.
