HomeMy WebLinkAboutCity Council Resolution 2007-277CITY OF PLYMOUTH RESOLUTION 2007-277 APPROVING A PUD (PLANNED UNIT DEVELOPMENT) GENERAL PLAN AMENDMENT FOR POPE ASSOCIATES, INC. ON BEHALF OF PRODUCTIVITY, INC. FOR PROPERTY LOCATED NORTHWEST OF NIAGARA LANE AND 25TH AVENUE (2007037) WHEREAS, Pope Associates, Inc. has requested approval of a PUD Amendment for property legally described as follows: Lot 1, Block 1, Parkers Lake Corporate Center 2"a Addition, Hennepin County, Minnesota; Mc Lot 1, Block 1, Parkers Lake Corporate Center 6"' Addition, Hennepin County, Minnesota. WHEREAS, the Planning Commission has reviewed said request at a duly called Public Hearing and recommends approval. NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that it should and hereby does approve the request by Pope Associates. Inc. for a PUD General Plan Amendment, subject to the following conditions: 1. A PUD amendment is approved for properties presently addressed 15150 and 15200 25t1' Avenue, in accordance with the plans received by the City on May 21, 2007, except as may be amended by this resolution. 2. Approval of this PUD amendment is contingent upon prior approval by Hennepin County to consolidate the two parcels into one parcel. 3. Development standards for the PUD shall be as indicated on the plans received by the City on May 21, 2007, and revised plans received by the City on June 12, 2007 and June 13, 2007, except as may be amended by this resolution. Resolution 2007-277 (2007037) PUD Amendment Page 2 of 4 4. Final acceptance of the draft Transportation Demand Management (TDM) program. 5. The cornice trim shall be the same color for both existing buildings and the proposed elevation. 6. No outside storage shall be allowed on the site, except that one area on the north side of the building may be used for temporary storage of larger equipment, according to the site plan received by the City of Plymouth on June 12, 2007. The approved outside storage area shall be defined and maintained on the site with striping and bollards. 7. The developer shall obtain the appropriate permits or approvals from Bassett Creels Watershed, City of Plymouth (right-of-way), and NPDES. 8. Prior to issuance of building permits, the developer shall: a. obtain PUD final plan approval from the City of Plymouth; b. vacate the existing drainage and utility easement along the common lot line; c. Provide documentation indicating completion of the lot consolidation process; d. Provide additional information to demonstrate compliance with maximum lighting intensities allowed on the site (measured in watts per square foot) and revise lighting plan if needed; and e. provide the required Site Improvement Performance Agreement (SIPA) and related financial guarantee. 9. Signage shall comply with Section 21155.06, Subd. 6 of the Zoning Ordinance. 10. Any visible rooftop or ground -mounted mechanical equipment shall be screened, painted, or treated to match the building. Materials for any screening walls shall be of the same materials as the primary stricture. 11. Prior to issuance of building permits, the applicant shall address the following Engineering Division related requirements: a. Mn/DOT Type B612 concrete curb and gutter is required in the parking lot. b. The lowest opening where storm water can enter the building (door or window) shall be a minimum of 18 inches above the emergency overland overflow (EOF) for the parking lot. Indicate this on the plans. c. Add a note on page Al. I and C-1 at each of the driveways that constriction requirements must comply with City standard detail STRT-14. A maintenance agreement is required for the Storm Ceptor manhole, the underground storm water concrete box, underground storm water infiltration/ filtration device, and parking lot sweeping. e. Provide invert elevations for the inlet and outlet pipes for the concrete box. A manhole must be provided for access and cleaning purposes. f. The filtration device shall be designed with a header and a footer pipe. From the header and footer pipes smaller diameter pipes shall be teed into each of the 36 -inch perforated pipes. g. Manhole strictures are required at each end of the header and footer pipes on the filtration device for access and cleaning purposes. h. The 36 -inch outlet pipe from the filtration area to storm manhole number 5 is too large for the 15 -inch downstream pipe. If flow rates are a concern, a rate control stricture or emergency by-pass / overflow may be necessary. i. On page A1.2 there is a note for new curb on the north side of the parking lot. Provide information on the civil plans for the new or replacement curb. j. Place all storm water information, including the storm sewer schedule, on the utility plan on page C-2. Remove the storm water utility notes from the grading plan on page C-1. k. Revise the Storm Sewer Schedule to include the following: replace all Neenah castings R- 1733 with 1642-13; and replace the 4 -foot barrel on CB's 4, 6, and 7 with a 2 -foot by 4 - foot box. 1. Remove the Drain Field Detail on page C-3 and place on page C-2. in. Expand the Drain Field Detail to include the amount and type of cover to be placed on top of the pipes, to the top of the parking lot. n. Add a note on the utility plan that the new storm sewer connection to the existing manhole in 25'11 Avenue must be core drilled. o. Label all storm sewer pipe size, type, and percent of grade parallel with the pipe. p. All watermain shall be C900PVC. Revise the plan on C-2 to reflect this requirement. Also revise note 4 under "Water Distribution System" from Class 52 Ductile Iron Pipe to C900 DR -18 PVC watermain. q. Include City details W-2, W-3, W-4, and W-7 on the detail page. r. Provide City detail STRT-2 for pavement design. The parking lot drive aisle shall be constricted to a 7 ton design. s. Provide City details ST -26 and 27 for the rock entrance and silt fence. Remove the existing details on page C-3. 12. Standard Conditions: a. The applicant shall comply with the Ordinance regarding turning radii, sprinkling of buildings, fire flow calculations, location of fire hydrants, lock boxes, post -indicator valves, fire department connections, fire lanes, and fire lane signage. b. An 8 1/z x I I inch "As Built" Fire Protection Plan shall be submitted prior to the release or reduction of any site improvement financial guarantees.
