HomeMy WebLinkAboutCity Council Resolution 2007-170CITY OF PLYMOUTH RESOLUTION 2007-170 PROVIDING INFORMAL COMMENTS ON THE PROPOSED SKETCH BY LCS DEVELOPMENT FOR A CONTINUING CARE SENIOR COMM[_]NITY LOCATED AT THE SOUTHWEST CORNER OF COUNTY ROAD 47 AND FUTURE CHESHIRE LANE (2007013) WHEREAS, LCS Corporation has requested a PUD (Planned Unit Development) sketch review for a continuing care retirement community located at the southwest corner of County Road 47 and fiiture Cheshire Lane; and. WHEREAS, any opinions or comments on the PUD sketch provided in this resolution or by the Planning Commission and/or City Council shall be considered advisory only and shall not constitute a binding decision on the proposed development; and WHEREAS, the Planning Commission has reviewed said request at a duly called public meeting. NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that it hereby provides the following review comments on the PUD sketch: 1. An Environmental Assessment Worksheet and applications for a formal PUD general and final plan, a preliminary and final plat, a wetland mitigation plan and a request to vacate a portion of Juneau Lane would be required prior to commencement of development. 2. As a portion of Cheshire Lane would cross land currently owned by Three Rivers Park District, that agency must also give their consent for the application for preliminary and final plat. 3. The developer shall be responsible for 75 percent of the cost associated with the signal light at the intersection of County Road 47 and fiiture Cheshire Lane. Resolution 2007-170 (2007013) Page 2 4. Park dedication would be in a combination of fees and land dedication shall be payable prior to recording the final plat. 5. Identify areas on the plan where extensive grading in the Northwest Greenway trail corridor may be necessary to provide a trail with no more than four percent grade. 6. Trails and their respective easements shall be provided on County Road 47 and on both sides of Cheshire Lane (including the at -grade trail connection). Sidewalks are required on one - side of new local and minor collector streets. Consider adding sidewalk on the east side of remaining Juneau to complete the peripheral walkway entirely around the central parcel. 7. The applicant is strongly recommended to apply conservation easements over the area of mature trees on the west side of the property to ensure permanent protection of this area. 8. The villas located in the southwest corner of the property near Juneau Lane should be moved east to be 25 feet away from the street right of way and the Villa closest to the Northwest Greenway trail corridor should be moved farther north. 9. The right-of-ways for the local streets should be 50 feet with a 28 -foot constricted road. The minor collector should have a 60 -foot right-of-way and a 32 -foot constricted road. Increase the right-of-way on the east side of the both the local and minor collector roadways to allow for a dedicated turn lane onto Cheshire Lane. Move the easterly private drive on the local street at least 40 feet back from Cheshire Lane or farther if possible. 10. The developer should pay for half the future street cost of the north -south leg of existing Juneau Lane into a fiind to be held until the road is reconstructed. 11.. Street names are likely to be 59th Avenue on the northern east -west local street and 57th Avenue on the southerly east -west minor collector. 12. Additional screening would be required between the parking lot and loading area on the west side of the property and the residential to the west, consistent with the Zoning Ordinance. 13. the applicant is strongly recommended to landscape the site on 1) the west and south sides of the villas to provide a buffer between the proposed strictures and the existing homes and 2) the north side of the one -level townhouses to screen County Road 47. 14. Landscaping within the medians on Cheshire Lane should be consistent with that planted by the developers of The Reserve and Glacier Vista. 15. Lighting, landscaping and signage shall be addressed with the PUD general plan amendment application. Consider landscaping to promote natural surveillance and prevent crime. Resolution 2007-170 (2007013) Page 3 16. Include a (future) box culvert under County Road 47 to connect the regional trail to the north. The box culvert under Cheshire should be constricted at the same time as Cheshire Lane. The box culvert is shown as an item in the CIP. 17. Consider widening the drive aisle to 26 feet between parallel stalls and the nose -in stalls in the more southerly parking area on Juneau Lane that accesses the loading area. Parking areas should be 30 feet from rights-of-way and 10 feet from buildings and parallel parking stalls should be nine feet wide by 22 feet long. Drive aisles should also be 10 feet from buildings. 18. Bus stops may be possible on Cheshire Lane near the main entrance in the fiiture. Consider bike racks at strategic locations throughout the development for residents and employees. 19. A transportation demand management plan would be required as part of a future development plan. 20. Hydrants must be installed throughout the development in approved locations. Submit fire flow calculations with the PUD for the two highest elevation hydrants and the last two hydrants on the dead end water main on 57th Avenue. Fire flow calculations must include each hydrant of each set of hydrants flowing 1500 gpm at 20 psi residual pressure. 21. Complete the 20 -inch water main connection from Cheshire Lane to the water main on County Road 47. The water main in 57th Avenue is required to be an 18 -inch water main. 22. The sanitary sewer service for the site is provided from an existing ten -inch line in Glacier Lane N. Submit estimate of flows generated from this site. 23. Buildings of the size proposed should be protected by an approved fire sprinkler system. Fire department lock boxes will be required for buildings with automatic fire sprinklers. Post indicator valves and Siamese connections will be required for buildings with NFPA 13 and 13R fire sprinkler systems. 24. Fire lane signs will be required in approved locations on all fire lanes, private drives and at Siamese connections for buildings with automatic fire sprinklers. Generally, fire lanes and private drive dead ends that exceed 150 feet must have an approved turnaround. Turning radius evaluations may be required in locations where Fire Department apparatus may have difficulty maneuvering. ADOPTED by the City Council on April 10, 2007.
