HomeMy WebLinkAboutCity Council Resolution 2008-262CITY OF PLYMOUTH RESOLUTION 2008-262 APPROVING A SITE PLAN AMENDMENT TO ALLOW A BUILDING ADDITION AND PARKING EXPANSION FOR ZERO -MAX FOR PROPERTY LOCATED AT 13200 6th AVENUE NORTH (2008061) WHEREAS, Kraus -Anderson Constriction Company has requested approval of a site plan amendment for the constriction of a 21,000 -square foot building addition and a 49 -stall parking expansion for Zero -Max, for property legally described as: Lot 2, Block 1, Carlson Companies 4t1' Addition, Hennepin County, Minnesota. WHEREAS, the Planning Commission has reviewed said request at a duly called public meeting and recommends approval. NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that it should and hereby does approve the request by Kraus - Anderson Constriction Company for a site plan amendment, subject to the following conditions: A site plan amendment is approved to allow the constriction of a 21,000 -square foot building addition and a 49 -stall parking expansion, in accordance with the application materials received by the City on July 10, 2008, and revised plans received on August 5, 2008 and August 11, 2008, except as amended by this resolution. 2. A grading permit is required prior to any surface area modifications or grading on the site. Approval of the site grading plan may also be approved with a building permit issuance. 3. Separate building permits, including but not limited to, sewer, water, retaining wall, and tank permits are required prior to commencement of the project. Any retaining wall exceeding four feet shall be engineered and shall have a minimum three-foot high fence on top of the wall. Resolution 2008-262 File No. 2008061 Page 2 4. Prior to issuance of any building permits, the applicant shall: a. Complete a site improvement performance agreement and submit a financial guarantee pursuant to Section 21045.10 of the Zoning Ordinance. b. Submit a revised lighting plan in compliance with the shielding and power allowance requirements of Section 21105.06 of the Zoning Ordinance. c. Provide a maintenance agreement for the rain garden and sump manhole. d. Provide a parking lot sweeping agreement. e. Obtain all appropriate permits from the Bassett Creek Watershed District and NPDES. f. Provide top and bottom elevations for the retaining wall. Show the location of the concrete trick wash out location on the plans. g. Identify reinforced concrete pipe from catch basin manhole one to the flared end section in the rain garden. Note that the trash guard on the 15 -inch pipe is not allowed. Replace the casting on catch basin three with R-1642 B. h. Hydrant valves are required for all hydrants. i. Identify B612 concrete curb and gutter for the parking lot. j. A wetland delineation has been submitted for the site. Plan modifications may be necessary pending outcome of the wetland field investigation. k. Provide drainage calculations to demonstrate existing and proposed surface water runoff for the two, ten, and 100 -year rain events. Submit drainage area maps for both existing and proposed conditions. 1. Provide the total amount of new impervious surface area in square feet. If the new impervious surface area is equal to or greater than one acre then a pond is required to be constricted to meet N [_]RP standards. m. Identify a paved access to the public way from all building exists. This can be provided with a paved path or sidewalk to a parking lot, public sidewalk or street. n. Relocate the northeast and northwest hydrants to approved locations. o. The site hydrant water main must be looped. p. Submit fire flow calculations flowing the two remote highest elevation hydrants simultaneously. Each hydrant must flow at a minimum of 1,500-gpm at 20 -psi residual pressure. q. Fire lane signs are required in approved locations that the fire inspector will identify on the site plan. r. The nitrogen tank installation must be in compliance with the CGA P-18 requirements and the 2007 State Fire Code requirements, which include locating the tank a minimum of 10 feet from any building openings. 5. Silt fence shall be installed prior to any constriction on the site. 6. All rooftop equipment shall be screened or painted to match the building. Resolution 2008-262 File No. 2008061 Page 3 7. Standard Conditions: a. The applicant shall remove any diseased or hazardous trees. b. New signage shall receive sign permits when required and shall comply with the Section 21155 of the Zoning Ordinance. c. Any subsequent phases or expansions are subject to required reviews and approvals per Ordinance provisions. d. This approval shall expire one year after the date of approval, unless the property owner or applicant has substantially started constriction of the project, or unless the landowner or applicant has received prior approval from the City to extend the expiration date for up to one additional year, as regulated under Sections 21045.09 of the Zoning Ordinance.
