HomeMy WebLinkAboutCity Council Resolution 2008-149CITY OF PLYMOUTH RESOLUTION 2008-149 APPROVING A SITE PLAN FOR A NEW HENNEPIN COUNTY PLYMOUTH LIBRARY LOCATED AT 15700 36TH AVENUE NORTH (2008013) WHEREAS, Bentz/Thompson/Rietow, Inc. has requested approval of a site plan for a new 30,300 square foot Hennepin County Plymouth Library for property located at 15700 36"' Avenue North, for property legally described as: Lot 3, Block 2, Plymouth Hills Revised Addition, Hennepin County, Minnesota. WHEREAS, the Planning Commission has reviewed the request at a duly called public meeting and recommends approval. NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that it should and hereby does approve the request by Bentz/Thompson/Rietow, Inc. for a site plan for a new Hennepin County Plymouth Library, subject to the following conditions: 1. A site plan is approved to allow constriction of a 30,300 square foot library, in accordance with the application materials received by the City on February 28, 2008, and revised plans received on January 28, 2008, and lighting and plaza plans received on April 7, 2008, except as amended by this resolution. 2. Hennepin County shall be responsible for the maintenance of the N [_]RP pond, bio -filtration system, and green roofs. 3. The City of Plymouth shall be responsible for maintenance of the City Center pedestrian spine and pedestrian spine lighting. In addition, the City shall pay for the electricity for the pedestrian spine lighting. Resolution 2008-149 File No. 2008013 Page 2 4. The City of Plymouth will constrict the sidewalk along 36t1i Avenue and will assess Hennepin County for the sidewalk. 5. Separate building permits are required prior to commencement of the proiect. 6. Prior to issuance of any building permits, the applicant shall: a. Provide the following easements: 1. A 20 -foot drainage and utility easement (10 feet on each side of the pipe) for the outlet control stricture and storm sewer pipe from the N [_]RP pond to the right-of- way line of 36t1i Avenue. 2. An 18 -foot wide trail and lighting easement on the east side of the N [_]RP pond. 3. A separate access easement constricted to City specifications is required to gain access to the storm sewer outlet pipe including the control stricture for the N [_]RP pond. City specifications for maintenance access include a separate unobstructed 15 - foot access easement (of which, a 12 -foot wide driving surface must be able to support heavy equipment) and grades shall not exceed ten percent vertical or three percent horizontal. The access easement must originate from a public street. Show the access route on the grading plan. b. Complete a site improvement performance agreement and submit a financial guarantee pursuant to Section 21045.10 of the Zoning Ordinance. c. Revise plans to show the pedestrian spine to be 12 -feet wide with a City approved concrete design. d. Revise the landscape plan to show one oak street tree south of the building. The landscape plan shall also be revised to show the landscape hedge centered at 22 feet from the back of the curb of 36t11 Avenue. e. Revise the lighting plan to show the lighting for the City Center spine. f. Revise plans to show a six-foot wide concrete sidewalk on the west and north sides of the water quality pond to provide a pedestrian loop around the pond. The sidewalk would connect to the pedestrian spine at the northeast corner of the site. The sidewalk would be constricted with the same concrete design as the pedestrian spine and sidewalk along 36'1' Avenue. The sidewalk plan would also include concrete breaks in the landscaping to allow pedestrian overlook areas from the west side of the pond. The sidewalk and overlook areas are not required if a grading assessment by the project engineer shows that the trail and overlook areas are not feasible. However, if the six-foot sidewalk is not feasible, the applicant is required to add a plaza on the north end of the pond that is built to the north property line and connects to the pedestrian spine. g. Revise plans to show seating and a trash receptacle in the west plaza. h. Obtain all appropriate permits from: 1) Bassett Creek Watershed District; 2) The Pollution Control Agency for NPDES; and 3) City of Plymouth Engineering Department to work in street right-of-way. i. Change all civil plans to be either 22 inches by 34 inches or 24 inches by 36 inches. The horizontal scale shall be one inch equals 50 feet. Resolution 2008-149 File No. 2008013 Page 3 j. Include the City of Plymouth's Engineering Guidelines and standard detail specifications in the contract documents. k. Identify the top and bottom elevation of the retaining wall at various locations. 1. The City requires all below grade nuts and bolts to comply with the American Society for Testing and Materials (ASTM) F593 Type 316 stainless steel for all fittings, hydrants and gate valves. Refer to City Specifications. This may be a special order for the hydrants and gate valves. Place this note on the plans. m. Provide the class and quantity of granite riprap in the N [_]RP pond on page C3 and note that filter fabric will be placed below the rock. n. The high point elevation of the overflow route from the N [_]RP pond shall be lowered to 1001.0. o. On the grading plan identify the concrete trick wash-out area and show the silt fence symbol in the legend. p. Provide total suspended solid (TSS) and phosphorus (P) removal efficiency for the pond. "P" must be in the 60 percent range and "TSS" must be 85 to 90 percent. q. The storm water pollution prevention plan shall include the contact information. r. The existing fire hydrant in 36t11 Avenue must be relocated outside of the proposed sidewalk. The proposed hydrant along Vicksburg Lane shall be located five feet behind the sidewalk or in the boulevard. The hydrant in the parking lot island shall be placed five feet behind the curb per standard detail W-2. s. There is a crossing conflict with the sanitary sewer service and the storm sewer. This will not work as designed. Correct and resubmit plans for review. t. There is a crossing conflict with the sanitary sewer service and the watermain, as well as the storm sewer and the watermain. Lower and insulate the watermain under the storm sewer. Lower the watermain under the sanitary sewer. Provide a minimum of 18 inches of vertical separation for the watermain at all crossings. Correct and resubmit plans for review. u. At the watermain connection on 36'11 Avenue, remove and replace the existing gate valve. v. Add the storm sewer stricture reference number to page C2.0. w. Remove rebar from the sidewalk detail on page C1.0. x. On page C1.0 under keynote seven, include a reference to City detail STRT-7 and include the detail. y. On page C1.0 remove the radii from the sidewalk intersection along 36"'Avenue and Vicksburg Lane. The sidewalks shall intersect one another at 90 degrees. In addition, the proposed pedestrian ramp located east of the easterly driveway shall be removed from the plan. Also, the most westerly pedestrian ramp on 36'11 Avenue shall be relocated westerly to line up with the sidewalk along Vicksburg Lane and the planned crosswalk across 36'11 Avenue. An additional pedestrian ramp is required for the crosswalk along Vicksburg Lane at the northerly intersection of 36"'Avenue. z. The N [_]RP pond and retaining wall must be designed so that the high water elevation for the pond will not flow behind the retaining wall, or across any pedestrian walkway. On page C3.0 there are two storm sewer catch basins located in the northeast corner of the parking lot that are both numbered "7, and have the same top and invert elevations. Correct the plans. bb. In the storm sewer schedule on page C3.0, casting number R -3290A is not allowed unless the design dictates the rectangular casting. Use R-2573 or see City detail ST -7 for choices. cc. Relocate storm sewer manhole 14, easterly, approximately 26 feet so it is located in the curb line in the corner of the parking lot. This catch basin manhole should be revised in the storm sewer schedule on page C3.0 as well. dd. On page C5.0 under storm drainage bullet number six regarding "Testing„ add "video inspection of all lines are required." Make bullet number 7 correspond with the storm sewer casting schedule on page C3.0. ee. On page L1.0, remove plantings from the access routes to the N[_]RP pond. ff. Add an approved solenoid device on the water supply line to the building. The device must interface the site domestic water and the building fire sprinkler systems to ensure that the site domestic water is shut off on activation of the fire sprinkler system. gg. Double -sided fire lane signs are required in approved locations that the fire inspector will identify on the site plan. 7. Silt fence shall be installed prior to any constriction on the site. 8. All rooftop equipment shall be screened or painted to match the building. 9. Standard Conditions: a. The applicant shall remove any diseased or hazardous trees. b. New signage shall receive sign permits when required and shall comply with the Section 21155 of the Zoning Ordinance. c. Any subsequent phases or expansions are subject to required reviews and approvals per Ordinance provisions. d. The permit is subject to all applicable codes, regulations and ordinances, and violation thereof shall be grounds for revocation. e. This approval shall expire one year after the date of approval, unless the property owner or applicant has substantially started constriction of the project, or unless the landowner or applicant has received prior approval from the City to extend the expiration date for up to one additional year, as regulated under Section 21045.09 of the Zoning Ordinance.
