RESOLUTION 2008-060
A RESOLUTION TO ORDER AN ALTERNATIVE URBAN AREAWIDE REVIEW
(AUAR) FOR 233 ACRES ON THE WESTERN BORDER OF THE CITY OF
PLYMOUTH, NORTH OF HIGHWAY 55 (2008006)
WHEREAS, Minnesota Rules Part 4410.3610 provides for a substitute form of
Environmental Review known as an Alternative Urban Areawide Review (AUAR)
process; and
WHEREAS, an Alternative Urban Areawide Review (AUAR) process allows for the
environmental review of development and associated infrastructure in a particular
geographic area within a jurisdiction if the local government unit has an adopted
comprehensive plan; and
WHEREAS, the adopted comprehensive must contain at least the following elements: a
land use plan; a public facilities plan including a transportation plan, and sewage
collection system policy plan; and an implementation program; and
WHEREAS, the City of Plymouth (the "City") is the Responsible Governmental Unit
("RGU") pursuant to Minnesota Rules Part 4410.3610 Subp. 1; and
WHEREAS, the specified boundaries for the AUAR are as follows: Highway 55 and the
Soo Line Railroad on the south, a farm owned by a subsidiary of David Lee Funeral
Homes on the north, Wayzata High School and existing residential development on the
east and existing residential development in Medina and County Road 101 on the west;
and
WHEREAS, the PID number for the specific parcels are:

WHEREAS, Table 1 and Figure 1 attached hereto and made a part thereof, describes the
two Development Scenarios, anticipated to occur through the year 2016, to be studied in
the AUAR; and
WHEREAS, the first of the two Development Scenarios is consistent with the 2030
Comprehensive Plan that the City adopted on December 11, 2007, contingent on review
by affected jurisdictions and the Metropolitan Council and the second, with known
development plans of the property owners within the area;
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PLYMOUTH, MINNESOTA, that the City Council hereby adopts the
following:
1. An order authorizing use of the Alternative Urban Areawide Review process, in
accordance with Minnesota Rules Part 4410.3610, for the purpose of conducting a
comprehensive environmental analysis of anticipated development on the six
parcels on the western border of the City of Plymouth, north of Highway 55.
