In 1986, Larry Rogers, Police Investigations, proposed language
change to state law. State legislators contacted said there was not time
this session and it would have to wait until the next year. The language
was then taken to the City Council and adopted. News media did
heavy coverage and the issue became a Legislative priority. The
Legislature adopted the language in state law and the City ordinance
language was no longer needed. Therefore the ordinance was not
published or codified. It was superseded by state law.
