ORDINANCE NO. 89-24
AN ORDINANCE AMENDING THE ZONING ORDINANCE TO CLASSIFY CERTAIN LANDS LOCATED
AT THE NORTHEAST QUADRANT OF COUNTY ROAD 9 (ROCKFORD ROAD) AND INTERSTATE I-
494 AS B-2 (SHOPPING CENTER BUSINESS) DISTRICT
Section 1. Amendment of Ordinance. Ordinance No. 80-9 of the City of
Plymouth, Minnesota, adopted June 15, 1980 as amended, is hereby amended by
changing the classification on the City of Plymouth Zoning Map from FRO
(Future Restricted Development) District to B-2 (Shopping Center Business)
District with respect to the hereinafter described property:
PARCEL A
That part of the Southwest Quarter of the Northeast Quarter of Section 15,
Township 118, Range 22, Hennepin County, Minnesota, described as follows:
Commencing at the southwest corner of said Southwest Quarter of the
Northeast Quarter; thence North 89 degrees 04 minutes 37 seconds East,
assumed bearing, along the south line of said Southwest Quarter of the
Northeast Quarter, a distance of 318.80 feet to the east line of Ponding
Area taken by the State of Minnesota per document No. 4040272; thence
North 17 degrees 41 minutes 21 seconds West, along said east line, a
distance of 146.22 feet to its intersection with a line drawn parallel
with and 140.00 feet north of said south line of said Southwest Quarter
of the Northeast Quarter and the actual point of beginning; thence North
89 degrees 04 minutes 37 seconds East, along said parallel line a
distance of 259.48 feet; thence North 24 degrees 53 minutes 15 seconds
West, a distance of 47.29 feet; thence northerly along a tangential curve
concave to the east having a central angle of 23 degrees 34 minutes 19
seconds and a radius of 390.00 feet for a distance of 160.45 feet; thence
North 01 degrees 18 minutes 55 seconds West, tangent to said curve, a
distance of 557.87 feet; thence northeasterly along a tangential curve
concave to the southeast having a central angle of 48 degrees 46 minutes
47 seconds and a radius of 380.00 feet for a distance of 323.52 feet;
thence North 01 degrees 18 minutes 55 seconds West, not tangent to said
curve, a distance of 109.17 feet to the north line of said Southwest
Quarter of the Northeast Quarter; thence South 88 degrees 41 minutes 05
seconds West, a distance of 591.90 feet to the northwest corner of said
Southwest Quarter of the Northeast Quarter; thence South 00 degrees 16
minutes 46 seconds East, along the west line of said Southwest Quarter of
the Northeast Quarter, a distance of 1148.70 feet to its intersection
with said line drawn 140.00 feet north of and parallel with the south
line of said Southwest Quarter of the Northeast Quarter; thence North 89
degrees 04 minutes 37 seconds East, along said parallel line a distance
of 275.05 feet to the point of beginning.
And
All that part of the East 268.74 feet of the East 1/2 of the East 1/2 of
the Southwest Quarter of Section 15, Township 118, Range 22, lying North
of the North line of County State Aid Highway No. 9, and the East 268.74
feet of the Southeast Quarter of the Northwest Quarter of Section 15,
Township 118, Range 22,
except that part of said tracts which lies Westerly of a line run
parallel with and distant 100 feet Easterly of the following described
line: Beginning at a point on the South line of said Section 15, distant
728.9 feet West of the South Quarter corner thereof; thence run
Northeasterly at an angle of 75 degrees 30 minutes 45 seconds with said
South Section line for 360.98 feet; thence deflect to the left on a 0
degrees 30 minutes curve (delta angle 17 degrees 16 minutes 10 seconds)
for 3453.89 feet; thence on tangent to said curve for 300 feet and there
terminating; and
except all that part of the above described tract which lies Easterly of
the above described strip and Southwesterly of a line run parallel with
and distant 88 feet Northeasterly of the following described line: From
a point on the South line of said Section 15, distant 728.9 feet West of
the South Quarter corner thereof, run Northeasterly at an angle of 75
degrees 30 minutes 45 seconds with said South Section line for 2101.12
feet; thence deflect to the left at an angle of 17 degrees 16 minutes 10
seconds for 328.65 feet; thence deflect to the right at an angle of 114
degrees 48 minutes for 239.08 feet to the point of beginning of the line
to be described; thence deflect to the left at an angle of 129 degrees 30
minutes for 691.16 feet; thence deflect to the right on a 6 degrees 00
minutes curve (delta angle 13 degrees 28 minutes 30 seconds) for 224.58
feet and there terminating; and
except all that part of the above described tract which lies Easterly of
the first above described strip, Northerly of the last above described
strip and Westerly of the following described line: From a point on the
first above described line, distant 784.47 feet Southerly of its point of
termination, run Easterly at right angles with the first above described
line for 100 feet to the point of beginning of the line to be described;
thence run Southerly to the point of termination of the above described
88 foot parallel line and there terminating; and
except that part of the above described tract which lies Easterly of the
above described 88 foot parallel line and Southerly of a line run
parallel with and distant 140 feet Northerly of the East and West Quarter
line of said Section 15.
A part of the North line of said Southeast Quarter of the Northwest
Quarter of said Section 15 is marked by Judicial Landmarks set at the
Northeast corner of said Quarter -Quarter section and at a point in the
North line of said Quarter -Quarter section 649.75 feet West from the
Northeast corner thereof, pursuant to Torrens Case 11678.

That part of the Southwest Quarter of the Northeast Quarter of Section 15,
Township 118, Range 22, Hennepin County, Minnesota described as follows:
Commencing at the southwest corner of said Southwest Quarter of the
Northeast Quarter; thence North 89 degrees 04 minutes 37 seconds East,
assumed bearing, along the south line of said Southwest Quarter of the
Northeast Quarter a distance of 318.80 feet to the east line of Ponding

South 89 degrees 04 minutes 37 seconds West, along said south line, a
distance of 273.94 feet to the point of beginning.
together with that part of Northwest Quarter of the Southeast Quarter of
Section 15, Township 118, Range 22, Hennepin County, Minnesota, lying east of
the east line of Ponding Area taken by State of Minnesota per Document No.
4040272, and which also lies north of a line drawn 82.00 feet north of and
parallel with a line described as follows:
Commencing at the northwest corner of the Southeast Quarter of said
Section 15; thence run south along the west line of said Southeast
Quarter for a distance of 377.83 feet; thence deflect right at an angle
of 111 degrees 55 minutes 18.2 seconds for a distance of 228.69 feet;
thence deflect right at an angle of 180 degrees for a distance of 100
feet to the actual point of beginning of the line to be described; thence
deflect left along a tangential curve having a radius of 1762.95 feet for
a distance of 1587.95 feet (delta angle 51 degrees 36 minutes 30 seconds)
and said line there terminating.
and which also lies westerly of a line described as follows:
Commencing at the northwest corner of said Northwest Quarter of the
Southeast Quarter; thence North 89 degrees 04 minutes 37 seconds East,
assumed bearing, along the north line of said Northwest Quarter of the
Southeast Quarter, a distance of 592.74 feet to the beginning of the line
to be described; thence southerly along a non-tangential curve concave to
the west having a central angle of 17 degrees 57 minutes 45 seconds and a
radius of 760.00 feet for a distance of 238.26 feet, the chord of said
curve bears South 09 degrees 15 minutes 38 seconds East; thence South 00
degrees 16 minutes 46 seconds East, a distance of 145.07 feet to the
above described north parallel line and said line there terminating.

Quarter of the Southeast Quarter of Section 15, Township 118, Range 22,
Hennepin County, Minnesota, lying northerly of a line drawn 82.00 feet north
of and parallel with a line described as follows:
Commencing at the northwest corner of the Southeast Quarter of said
Section 15; thence run south along the west line of said Southeast
Quarter for a distance of 377.83 feet; thence deflect right at an angle
of 111 degrees 55 minutes 18.2 seconds for a distance of 228.69 feet;
thence deflect right at an angle of 180 degrees for a distance of 100
feet to the actual point of beginning of the line to be described; thence
deflect left along a tangential curve having a radius of 1762.95 feet for
a distance of 1587.95 feet (delta angle 51 degrees 36 minutes 30 seconds)
and said line there terminating.
and which also lies easterly of a line described as follows:
Commencing at the southwest corner of said Southwest Quarter of the
Northeast Quarter; thence North 89 degrees 04 minutes 37 seconds East,
assumed bearing, along the south line of said Southwest Quarter of the
Northeast Quarter, a distance of 592.74 feet; thence southerly along a
non-tangential curve concave to the west having a central angle of 17
degrees 57 minutes 45 seconds and a radius of 760.00 feet for a distance
of 238.26 feet, the chord of said curve bears South 09 degrees 15 minutes
38 seconds East; thence South 00 degrees 16 minutes 46 seconds East,
tangent to said curve, a distance of 145.07 feet to the above described
parallel line and the beginning of the line to be described; thence North
00 degrees 16 minutes 46 seconds West, a distance of 145.07 feet; thence
northerly along a tangential curve concave to the west having a central
angle of 24 degrees 36 minutes 29 seconds and a radius of 760.00 feet for
a distance of 326.42 feet; thence North 24 degrees 53 minutes 15 seconds
West, tangent to said curve, a distance of 110.27 feet; thence northerly
along a tangential curve concave to the east having a central angle of 23
degrees 34 minutes 19 seconds and a radius of 390.00 feet for a distance
of 160.45 feet; thence North 01 degrees 18 minutes 55 seconds West,
tangent to said curve, a distance of 557.87 feet; thence northeasterly
along a tangential curve concave to the southeast having a central angle
of 48 degrees 46 minutes 47 seconds and a radius of 380.00 feet for a
distance of;.323.52 feet; thence North 01 degrees 18 minutes 55 seconds
West, not tangent to said curve, a distance of 109.17 feet to the north
line of said Southwest Quarter of the Northeast Quarter and said line
there terminating.
And
That part of the Southeast Quarter of the Northeast Quarter and the Northeast
Quarter of the Southeast Quarter, all in Section 15, Township 118, Range 22,
Hennepin County, Minnesota, lying West of the center line of West Medicine
Lake Drive (formerly West Medicine Lake Road) as described in Document No.
3720378 and lying Northerly of the line designated "survey line" on the plat
of Hennepin County State Aid Highway No. 9, Plat 9.

Section 2. General Development Plan. This Ordinance authorizes the
development of said tracts only in accordance with the Plan approved for the
File No. .
Section 3. Effective Date. This Ordinance shall take effect upon filing
the Final Plat with Hennepin County and upon its passage and publication.
Adopted by the City Council this 21st day of August, 1989.
