ORDINANCE 94 -22
AN ORDINANCE RELATING TO SUBDIVISION REQUIREMENTS AMENDING
SECTIONS 500 AND 400 OF THE PLYMOUTH CITY CODE
THE CITY COUNCIL OF THE CITY OF PLYMOUTH ORDAINS:
Section 1. The Plymouth City Code, Section 500.17, Subdivision 2, is
amended to read as follows:
Subd. 2. Minor Streets. Minor streets should be so planned as to
discourage their use by non -local traffic. Dead-end streets are prohibited, but
cul-de-sacs will be permitted where topography, design and other conditions

Lal Each cul-de-sac shall have a terminus of nearly circular shape with a
minimum right-of-way diameter of 100 feet and a minimum outside
roadway diameter of 80 feet. The property line at the intersection of the
turn -around and the straight portion of the street shall be rounded as a
radius of not less than 20 feet.
b) Cul-de-sac streets exceedina 500 feet in length, measured alone the
center line from the intersection of origin to the end of the right-of-way,
shall be permitted only if through streets cannot be provided due to
topography or surrounding development and shall meet the following
additional standards:
(1) adequate provision shall be made for looping utility systems: and
(2) the street design shall incorporate features such as curves signage
and/or additional turn-arounds sufficient to minimize traffic
backtracking, limit speeding and provide for convenient turning
of service vehicles.
c) Cul-de-sac streets that serve residential development which exceed 750
feet in length shall normally be prohibited unless they meet all of the
standards applicable to cul-de-sacs in this subdivision and the following
additional limitations:
(1) the cul-de-sac street will serve no more than 200 average daily
trips
(2) no other local sub -collector street serving the cul-de-sac will
exceed 500 average daily trips.
d) Emergency access lanes shall be provided for anv cul-de-sac street upon
the determination that a secondary access is necessary to protect the
public health, safety and welfare, based on a review of the following
factors:
(1) fire and building code requirements•
(2) existing and proposed access routes for emergency service
vehicles:
(3) the width of the street and the likelihood of obstruction of the
street in the event of a disaster: and
(4) the type of construction proposed and the number of dwelling
units served by the street.
(e) When required emergency access lanes shall normally be designed to be
12 feet in width and paved to support 7 tons, unless an alternative is
approved by the City.
Section 2. The Plymouth City Code, Section 500.15, is amended to include
a new Subdivision 6 to read:
Subd. 6 Compliance with Zoning Map and Zoning Code.
Subdivisions shall be consistent with the Plymouth Minnesota Zoning Map and
the Zoning Ordinance.
Section 3. The Plymouth City Code, Section 500.05, Subdivision 4 is
amended to read:
Subd. 4. Preliminary and Final Approval. The action of the
Council in approving or disapproving the proposed plat, and if disapproved the
reasons therefor, shall be set forth in the proceedings of the Council and
reported by the Clerk to the person or persons applying for such approval.
Preliminary and final approval or disc wroval shall be in accordance with the
provisions of Minnesota Statutes, Section 462.358 Subd. 3b, as amended.
Section 4. The Plymouth City Code, Section 500.05, is amended to include
a new Subdivision 5 to read:
Subd 5 Effect of Approval For one year following preliminary
approval and for two years followin final mal approval unless theapplicant and
City agree otherwise, no amendment to the comprehensive plan Zoning
Ordinance or City Code shall apply to or affect the use development density,
lot size, lot layout, or dedication or platting required or oennitted by the
approved application.
Section 5. The Plymouth City Code, Section 400.13, is amended to include
a new Subdivision (t) to read:
(t) Proof proposed building is located on parcel of land abutting on a street
or highway which said street or highway has been approved by the City.
and otherwise meets the reguirements of Minnesota Statutes Section
462.358, as amended.
Section 6. Effective Date. This ordinance shall take effect upon its
passage in accordance with Section 110.11.
