IAlnmm�Fa ] U CI REGULAR COUNCILMEnabne, Council Chambers 7,00 PM PLYMOUTH ADVISORY COMMITTEE ON TRANSITIPACT), Men idne Lake Room A modified on 1/5/2007 CAI 10 City of New Hope Resolution No. 06-174 Resolution supporting Mosaic Youth Center WHEREAS, youth are one of the community assets of New Hope; and WHEREAS, the New Hope City Council values and supports youth; and WHEREAS, youth centers generally help adolescent youth develop into healthy, productive adults; and WHEREAS, the New Hope City Council supports the creation of a youth center where youth of the community and school district have a safe place to recreate, receive certain academic, health and social services and develop career and social skills; and WHEREAS, Friends of the Mosaic Youth Center, Inc. desires to further expand and enhance youth services offered at the Mosaic Youth Center project by acquisition of a permanent home for the Mosaic Youth Center within the northwest suburbs of Hennepin County. NOW, THEREFORE, BE IT RESOLVED that the City Council of the city of New Hope, supports the Mosaic Youth Center project's goals and mission and encourages all local governments including the school district to collaborate and support the efforts of the Friends of the Mosaic Youth Center, Inc. in its acquisition of a permanent home for the Mosaic Youth Center that is compatible with the neighborhood and does not take property off New Hope's tax rolls. BE IT FURTHER RESOLVED that a copy of this resolution be provided to the Robbinsdale School District and the cities of Brooklyn Park, Brooklyn Center, Crystal, Golden Valley, Plymouth, and Robbinsdale. Adopted by the City Council of the city of New Hope, Hennepin County, Minnesota, this 11th day of December, 2006. Attest: n Iv ayor .i City Clerk OFFICIAL MINUTES PLYMOUTH HUMAN RIGHTS COMMISSION November 2, 2006 Regular Meeting PRESENT: Gwen Adams -Drew, Kapila Bobra, Jackie Fraedrich, Art Layton ABSENT: David Bliss, Lois Robbins, Ramona Scarpace Also present at the meeting were Human Resource Manager Sobania, Office Representative Olson, and Public Safety Education Specialist Cwayna. 1. Call to Order Chair Adams -Drew called the meeting to order at 7:06 p.m. 2. Approval of Agenda It was motioned by Chair Adams -Drew, seconded by Commissioner Bobra, to approve the agenda with the addition of an appointment to the League of Human Rights Commissions. With all members voting in favor, the motion carried. 3. Approval of Minutes It was motioned by Chair Adams -Drew, seconded by Commissioner Layton, to approve the October 5, 2006 minutes as presented. With all members voting in favor, the motion carried. 4. Committee Reports There were no committee reports. 5. New Business A. Presentation by Public Safety Education Specialist Sara Cwayna Ms. Cwayna gave a presentation on the diversity initiative created by the Plymouth Fire and Police Departments that began in 2005. She stated that it was a collaborative project involving many staff members, law enforcement agencies, and local businesses They conducted a national search for safety literature in other languages. Using these resources, over 200 safety folders were created and distributed. 'r� As a result of materials varying by language, a Welcome to Plymouth packet was developed that provided uniform information in all languages. These were created in Russian, Somali, and Spanish. She stated that staff is currently working on a downloadable version of the welcome packets on the city website. Ms. Cwayna stated that staff is in the process of developing a children's activity book that provides information on 9-1-1, crime, fire and injury prevention. This book will also be translated into Russian, Somali, and Spanish. Ms. Cwayna distributed a handout on Internet Safety that is sponsored by the Boys and Girls Clubs of America and the National Center for Missing and Exploited Children. She felt the program was a good resource for parents, teachers, law enforcement officials, children and teens. B. Presentation by Judy Reinher Ms. Reinher introduced herself to the commission as the regional representative for the LMNHRC. She outlined the materials that Commissioner Layton received as a guest at a Hopkins Human Rights Commission meeting for the "This is My Home" presentation. Ms. Reinher showed a DVD and guide materials created by the Youth for Human Rights International as well as a special edition video on what human rights are titled UNITED. She also showed video from the United Nations Youth Summit. Ms. Reinher stated that she is hoping through grant funds they will be able to provide gift kits for elementary schools and will be able to incorporate these materials into the social studies curriculum of schools. Ms. Rehnher then asked for opinions on the videos they had watched. Chair Adams -Drew stated that she did not care for the stereotypical way they portrayed bullying on the basketball court in the United video. She was supportive of the 30 Rights -30 Ads video. She was also supportive of the color scheme used for the materials as she thought they bring a sense of seriousness to the topic of human rights. Ms. Reinher thanked the commission for their time and asked to be sent any information on upcoming events. 6. Old Business A. Human Rigbts Day Event Chair Adams -Drew inquired if all the speakers had been set up. Commissioner Fraedrich stated that she was guaranteed a speaker but did not have the name yet. Commissioner Layton stated that he will have a name within a week. Chair Adams -Drew stated that she would have a speaker from AARP. Plymouth Human Rights Commission Minutes of November 2, 2006 The connnission discussed having the speakers talk about pre -arranged questions but felt it would be better to leave it as an open question and answer. Commissioner Fraedrich would like to see each topic focus on how it is related to human rights. The commission then discussed how to set up the ballroom and the kind of refreshments to be served. Chair Adams -Drew indicated that she would be willing to give the opening address but she would like Commissioner Layton to be available if she is unable to attend. B. League of Human Rights Commissions Representative Commissioner Fraedrich reported she was asked to represent the Plymouth Human Rights Commission as the representative to the League of Minnesota Human Rights Commissions. She said she was willing to do so but felt it may be more appropriate to have a city —appointed resident living within Plymouth rather than a school -appointed representative. Chairs Adams -Drew stated that since there have been no other volunteers and the commission needs to maintain support and communication with the League she would like to see an official motion made. It was motioned by Commissioner Bobra, seconded by Chair Adams -Drew, to appoint Commissioner Fraedrich to the League of Human Rights Commissions as the representative for the Plymouth Human Rights Commission. 7. Blank, Director, Parks and Recreation C-�--� SUBJECT: Banner Competition Laurie, this is just a follow-up memo on our discussion at a staff meeting a few weeks ago with regards to banners for the downtown area. Karol Greupner, in conjunction with the Fine Arts Council, has proposed to copy a program which originated in Laguna Beach, California, to secure original artwork banners for downtown Plymouth. Depending on the number of entries we get this first year, we would anticipate it would take two to three years to secure banners for all of Plymouth Boulevard. I have attached the information that the Arts Council and Karol have provided for Council's information also. Karol and I would be happy to meet and discuss this project further with any staff or council members that might be interested. Based on our conversation I have given Karol the green light, and she will start the process for soliciting the banner program. Rd. 47 DETAILS: The Department was dispatched to a reported personal injury accident with entrapment. First arriving, Chief 1 (Kline) reported a single vehicle accident (vehicle vs. telephone pole). Two children and one adult were confirmed pinned in the vehicle. First arriving, Duty Crew Engine 21 (Couser, Magy, Keith, Tomczyk) began vehicle stabilization and HURST tool set-up. Maple Grove Engine 51 advanced a protective handline and also placed their rescue equipment in a tool staging area. Members of Engine 21, Captain 2 (Dreclan) and FF Sheldon removed the two children from the rear of the vehicle with a roof push utilizing HURST Rams. The adult driver was removed by forcing the passenger door open with the HURST spreader. The use of seat belts and infant/child car seats contributed to the successful outcome of this event. All three patients were removed from the vehicle 12 minutes following fire department arrival. Eight Plymouth personnel assisted on -scene with this event.
