We request that you post the notice in the appropriate location in your city hall. Project SC2008-01 is in the approved Shingle Creek and West Mississippi Watershed Commissions' CIP and Project SC2008-02 would be added to the CIP by the Major Plan Amendment being considered for approval by the Board of Water and Soil Resources in August 2008. Both of these projects are proposed for cost -share by the Shingle Creek Watershed Commission. The Commission's Technical Advisory Committee (TAC) and the Commission received and reviewed feasibility reports for each of these projects. A summary of each project is below. Project SC2008-01, Wetland 639W Monitoring. Wetland 639W is located just to the east of the Crystal Airport, between 57th and 63rd Avenues North, in the cities of Crystal, Brooklyn Park, and Brooklyn Center. This project is reimbursement of $30,000 Commission funds expended in 2008 for the monitoring portion of a feasibility study and design study for the restoration of Wetland 27-639W. This wetland restoration is the highest -priority implementation action in the Twin and Ryan Lakes Nutrient TMDL Implementation Plan. Water quality sampling shows that average total phosphorus load doubles between the inlet and outlet of this flow-through wetland. Wetland 639W contributes an estimated 730 pounds of total phosphorus per year, one of the largest sources of total phosphorus to North Twin and was identified as a phosphorus source to the Twin Lake chain in diagnostic work completed in 1999 and 2003, and again in the TMDL completed in 2007. This project has been awarded a $60,000 Section 319 Clean Water Legacy Act grant, which is to be matched $30,000 by the Commission and $30,000 by the participating cities. In February 2008 the Commission authorized proceeding with the monitoring portion of the feasibility study, at a cost of $30,000. This is being funded with available funds in the Commission's grant match fund, which would then be reimbursed in 2009 from the county tax levy for the 639W project. The 2008 monitoring includes additional flow and water quality monitoring at the inlet, midpoint, and outlet of the wetland, and groundwater well level monitoring, and analysis of the soil cores excavated when installing the groundwater monitoring wells. The purposes of this monitoring are to obtain an additional year of flow and water quality data, and to obtain groundwater level data and sediment core chemistry analysis. This data will help the Commission better understand the hydrology and hydraulics of this flow-through wetland, and the biogeochemistry and ecological status of the wetland. More information is needed to know how the wetland responds under different flow conditions. If, for example, phosphorus export occurs primarily under high flow Brooklyn Center - Brooklyn Park - Crystal - Maple Grove - Minneapolis - New Hope - Osseo - Plymouth - Rot page 1 ShinlP reek Public Hearing Notice July 24, 2008 page 2 conditions, then one option may be to divert high flows around the wetland, while allowing low flows into the wetland to maintain its hydrology. The groundwater monitoring will provide data to more fully understand the water budget of the wetland, and how fluctuations in the groundwater table influence the ability of the wetland soil to absorb phosphorus. Later in 2008, after the grant funding becomes available, additional field work will be completed under the grant budget. This work will include a wetland function and value assessment, a wetland delineation, a floristic (vegetation) quality assessment, and a macroinvertebrate collection. Surveys of the channel profile and cross sections will also be obtained, and wetland elevation data to better determine how water flows through the wetland. Project SC2008-02, Crystal Twin Oak Pond. Upper Twin Lake, the northernmost basin in a chain of the three basins of Twin Lake, is an Impaired Water due to excess nutrient concentrations. The purpose of the Twin Oak Pond project is to construct a regional stormwater pond to reduce phosphorus load from the watershed to Upper Twin Lake. According to the Twin and Ryan Lakes Nutrient TMDL, to meet state water quality standards phosphorus load to North Twin Lake must be reduced by 16-76%, depending on annual hydrologic conditions. This is a load reduction in an average precipitation year of approximately 800-900 pounds. The project is located in Twin Oak Park in the City of Crystal south of Bass Lake Road between Regent and Scott Avenues North. The proposed pond would be designed to receive low flows diverted from a 66" trunk storm sewer in Bass Lake Road. The entire 500+ acre catchment drained by this trunk storm sewer is residential and commercial development that was constructed with minimal storm water treatment. A high-priority implementation action in the TMDL and Implementation Plan is to retrofit water quality BMPs in the watershed as opportunities arise. The City of Crystal has the opportunity to acquire property adjacent to the park, which would provide enough supplemental land to construct this pond while minimally impacting existing park activities. Small events and the first one inch of runoff convey the "first flush" of pollutants from the landscape. These low -flow events would be diverted into the new Twin Oak Pond for detention and treatment. For larger events the first flush would be diverted into the pond and higher flows would bypass the pond and proceed to the outfall into North Twin Lake. This diversion would result in an estimated average phosphorus load reduction of 120 pounds per year. It is estimated that the subwatershed that would be served by this pond generates an annual phosphorus load of about 500 pounds per year. This project combined with the Wetland 639W Restoration project (above) would provide an estimated 420 pounds of phosphorus load reduction annually to Upper Twin Lake and achieve about half the required phosphorus load reduction for that lake. Upper Twin is the first in a chain of connected lakes, and its nutrient -rich outflow is currently a significant source of phosphorus to the impaired downstream lakes. The reductions from these two projects would be enough so that under most hydrologic conditions Middle and Lower Twin Lake may meet state water quality standards. When combined with internal load controls planned for Upper and Lower Twin (carp removal, aquatic vegetation management, chemical treatment), Middle and Lower may achieve state standards for possible delisting, and Upper may meet shallow lake standards under most hydrologic conditions. In accordance with the Shingle Creek Commission's cost share policy, this project would be eligible to be funded up to 25 percent, or $77,500, from the Commission. The Comission and the City of Crystal have received a Clean Water Legacy Act grant of $73,080. The City of Crystal would be responsible for the remaining share of cost, or $159,420 plus the cost of property acquisition. The Commission will consider the following conditions of project approval: • The additional stormwater rate control and treatment capacity in this pond does not create any water quantity or quality credits for future development or redevelopment in the subwatershed. • On completion of the project the City of Crystal should verify that the project has been completed and the performance gains set forth in the feasibility report have been achieved to the best extent possible prior to Commission release of final payment. As-builts should be required prior to release of final payment. • The cooperative agreement between the Commission and the City should protect the Commission from the assumption of liability for any environmental hazards encountered in construction or any responsibility or additional cost for any other unexpected conditions or issues. • The project should be constructed on land or easements owned by the City of Crystal. • The City should have ownership and maintenance responsibility for this project. By LAURIE BLAKE, Star Tribune Last update: July 21, 2008 - 11:19 PM City officials representing Minneapolis, St. Paul and metro -area suburbs were selected Monday to serve on an advisory committee to the new County Transit Improvement Board. The transit board -- made up of county commissioners from Hennepin, Ramsey, Anoka, Dakota and Washington counties -- will select transit projects to receive funding generated by a quarter -cent sales tax that took effect July 1. The tax is expected to bring in about $100 million annually for transit improvements. The mayors and city council members chosen for the advisory board will make recommendations on which projects should receive funding. Minneapolis chose Council Member Robert Lilligren as the city's representative on the advisory board. In St. Paul, Council Member Russ Stark is expected to be approved by the City Council. Suburban representatives to the group were chosen during a county -by -county vote of city council members on Monday at the state Capitol, supervised by the Association of Metropolitan Municipalities: • North Hennepin County suburbs will be represented by Council Member Steve Lampi of Brooklyn Park. Edina Mayor Jim Hovland will represent south Hennepin County suburbs. The two were chosen from seven applicants. Hennepin, because of its large population, is the only metro -area county with two representatives. He was chosen from six applicants. • Washington County suburbs will be represented by Woodbury Mayor Bill Hargis. He was chosen from four applicants. • Dakota County suburbs selected Apple Valley Council Member Ruth Grendahl from four applicants. • Ramsey County suburbs did not vote Monday because of a "miscommunication," a spokesman for the association said. Ramsey County had three applicants for the position. It was unclear when its vote will take place. This year, the Legislature allowed the seven metro -area counties the option of approving the quarter - cent sales tax to pay for bus and light-rail improvements. Page 1 of 2 Zbinden, an environmental specialist with Cancer County, is elated that a pilot organic recycling project the county started last year is proving so successful that a second site is opening this month. More than 600 tons of organic waste — such as food, yard clippings and non -recyclable paper — have been collected from hundreds of homes since spring 2007, when the county's program began. The material is dumped at a seven -acre site at the University of Minnesota's Landscape Arboretum, where it is processed into compost that is sold to gardeners, farmers or anyone else who wants it. Zbinden said there are other compost sites in the state, but those require millions of dollars of investment to set up. They use special machinery and liners to protect the ground and require monitoring by the Minnesota Pollution Control Agency (MPGA). The Cancer program is different because all that is involved is picking up the waste, dumping it at the site and allowing nature to take its course. The MPCA has granted the county a waiver to allow it to test low-tech composting without a liner. Zbinden said the Carver County site is being monitored to make sure it doesn't hurt the environment. Water and soil reports are sent frequently to the MPCA, he said. "We're the only ones doing it this way," Zbinden said. But if it continues to prove as successful as it has thus far, the idea could be used in other communities. Low-tech way that works "By doing it in this low-tech way, we think a number of these sites could pop up around the metro," Zbinden said. Already, more than 1,500 Carver County homeowners are participating. Each gets a compost bin from their refuse hauler and stores it with their regular garbage can. The compost program, which is free to county residents, was recently recognized as one of three finalists for a Minnesota Environmental Initiative Award. "What we are trying to prove is that these sites can be run without negative impacts," Zbinden said. The benefits, according to the county, could be big. Zbinden estimates that the county could increase its recycling rate by 30 percent simply by diverting the organic material to the two compost sites. Also, the tons of material no longer going into traditional landfills will extend their lifespan, which will reduce the need for more landfills. Businesses join program This year, the county expanded its program to include businesses, especially restaurants. Last month, Oak Ridge Hotel and Conference Center in Chaska became the first business to join the program. "They were not doing any separating prior to this," Zbinden said. The facility estimates that it is now diverting two to three tons of organic material per week to the compost bin. "It is important to our company ... that we give back," said Mary Vogel, marketing manager for Oak Ridge. "We pride ourselves in taking care of the environment." Oak Ridge officials said the move is also saving the company money in the short and long term. "It is a cost benefit for us," said Bill Niemer, director of food and beverage for Oak Ridge. "We have gone from 16 yards to eight yards of trash per week." Oak Ridge said its executive chef, Virgil Emmert, has changed the way waste receptacles are placed in the kitchen to make it almost "foolproof' that organic material is collected.
