Deputy police chief retires after 31 years with Plymouth

When Deputy Police Chief Joel Franz met with the Plymouth City Council on June 24, two days before
his formal retirement, no one was at a loss for words. And, better yet, the words that were Flying
around the room were highly complimentary.
"Joel is the consummate detail person," Plymouth Police Chief Mike Goldstein said. "He is a superb
manager. He was in charge of research projects, personnel issues and grants."
The deputy chief also used his expertise to coordinate hiring practices, develop a robust training
program and oversee internal affairs investigations impartially, Goldstein said.
"Franz is a true advocate for our personnel and always tries to do things the right way," Goldstein
said.
"I've learned a lot from you," Mayor Kell! Slavik told Franz. "I enjoyed working with you over the last
10 years I've been on the City Council. Your thoroughness is remarkable. Thank you for your
dedication and hard work."
Councilmember Tim Bildsoe echoed Slavik's sentiments, then added more from his viewpoint as a
member of the Minnesota Post Board, which oversee the licensing of police officers.
"Your leadership has put a star on this police department," he said. "Thank you for your service. It is
difficult to find good people to work in that area. Thank you on the behalf of the people of
Minnesota."
Franz thanked city officials for "all the opportunities they provided me over the years. It was a great
place to work."
In an interview with the Sun -Sailor, Franz remembered that his first day of work for the city of
Plymouth - Saturday, April 2, 1977 - was also his last day of work at his former job.
In the 1970s, police officers were hired and then sent to rookie school for four weeks of training.
"Now it's different," Franz said, a smile on his face.
These days, officers must be trained and licensed before they are hired.
Thirty-one years ago, the major streets in Plymouth were mainly gravel roads, and it wasn't unusual
to see cows grazing within the city.
When Franz was hired, there were 20 or 21 police officers In Plymouth. Today there are 70, he said.
Four police chiefs - Cal Hawkinson, Richard Carlquist, Craig Gerdes and Mike Goldstein - served as
leaders and mentors during Franz's career.
"The differences in technology are almost unbelievable," he said, recalling that not every officer had a
portable radio when he first went on duty.
Today's officers have radios, cell phones and a computer in the squad car. They can file reports from
the field and have access to all kinds of information with only a few keystrokes, Franz said.
"It's amazing how you can reach any source so fast," he said. "It used to take weeks to get any
information."

When Franz walked out of the Plymouth Public Safety Building on June 26, he and his wife, Nancy,
looked forward to taking a trip and enjoying more free time together. Retirement is coming at the
right time - a time when he can enjoy it.
"But I'm going to miss work," Franz said. "There's no question about that. It's a great city to live in
and a great place to work."

overhead lines the end of March. Some clearing
of trees was also necessary to facilitate thier
work. Environmental assessment public hearing
was held on 5/14/08 at Hennepin County Public
Works facility in Medina. County staff indicated
the project will be bid in December 2008 with

after Council approval on July 22, 2008. The
12th/Harbor LN site will be coordinated with
scheduled street repairs. Most will be done by
staff, including pond and ditch clearing.

submitted to the City before the end of December.
Wenck has completed 50% plan set and is
working on the EAW. A 50% plan set meeting will
be schedule for the middle of January. KES is
working on a before and after functions and
values assessment due to the City by 1/11/08.
Wenck has completed the 95% Plan Set. The
EAW has been published and is out for comment.
Comments are due back in March. Westwood
has been hired to do the wetland replacement
plan, if necessary, as that was not a part of
Wenck's scope of work. The EAW has been
completed. The findings will be sent to those that
commented the week of April 21st. The DNR will
have wetland jurisdiction over approx. 80% of the
site, WCA for the rest. The USACOE will also
have wetland mitigation requirements. Westwood
is preparing the wetland replacement plan
application. There are discussions with BARR
Eng regarding a feasability study for the Plymouth
Creek stream restoration project which may be
able to be used for part of the wetland

placement requirement.

of silt fence and orange saftey fencing. All
remaining work is scheduled to begin by mid
August when it is typicaly drier.

Repair Erosion -Wood Crk.

Work began on February 6, 2008 and tree
clearing is completed. Creek reshaping began
during the first week of March. Erosion controls
have been placed across the creek, at the staging
area and entrance to lake. The project is
scheduled for full completion by June 15, 2008,
including late spring planting and restoration.
Rough grading and pipe work has begun in the
upper area, with the bulk of remaining grading
anticipated to start around April 21 st, after the soil
dries out. Temporary erosion control has been
placed. The contractor has completed pipe work
and is working to complete the final grading at
which time restoration can begin. Final grading is
underway and restoration on the upper third is
completed. Grading, planting, and restoration
is completed.

Mn/DOT for review. Rights of Entry have been
secured from the property owners on the north
side of TH 55. Cooperative agreement with
Mn/DOT to be considered by City Council on
5/27. Construction plans to be considered for
approval by City Council on 7/8/08.

Timber Creek Improvements

Proposals are currently under review by staff.
WSB has been selected as the design consultant.
A topographic survey of the area is underway. A
wetland delination will take place in early May. A
neighborhood meeing is anticipated in late May or
early June. Staff met with WSB regarding the
survey work. WSB suggested a meeting with
regulatory agencies prior to meeting with the
neighborhood to discuss any issues with different
project concepts. Wetland deliniation is complete.
Staff met with WSB and Joe Yanta from the
USACOE. A neighborhood meeting is scheduled
for Monday June 16th at bpm in the Council
Chambers to hear neighborhood concerns and
review the wetland and survey information.

We appreciate the work of Kathy Boesen here at
Plymouth Town Square in facillitating and publicizing
TOP HAT THEATRE's recent performance for us.
We certainly enjoyed last year's song and dance
performance by Plymouth based TOP HAT THEATRE's
Spring class in May at Plymouth Town Square when TOP
HAT students, ages 5-17 were very entertaining to the
thirty plus of us in attendance then.
It was a special treat that TOP HAT THEATRE's Director,
Pamela Russell, and Music Director, Todd Russell --
including their own troupe of five children ages 4 -12 --
returned on June 21 this year to perform classic show
tunes on request and some of their beautiful original
music. Surprisingly for this time of year, when many are
out and about on weekends such as this one-- we had
about the same audience number.
We are excited for TOP HAT THEATRE that they will be
performing "Robin Hood-- the Musical" with an
auditioned cast for the Minnesota Fringe Festival in
August and wish them the success they attained last
year when family friendly "Hansel and Gretel-The
Musical" scored #5 in ticket sales out of hundreds of

performing groups and earned an encore performance in
Hopkins for "Best in Fringe." We can see why
Minnesota Parent chose TOP HAT THEATRE as "Best
Music for Kids" in last year's Reader's Picks "Fabulous
Family Favorites." In addition to high quality
performances, they give back to the community.
Perhaps next summer you will consider enlistingTOP
HAT THEATRE to perform either as a prelude to "Music
in Plymouth" or as part of Plymouth's music in the park
series.
