R ESOLUTION A WARDING C ONTRACT, A PPROVING S UPPLEMENTAL A GREEMENT, AND A PPROVING
L OCAL T RAIL C ONNECTION A GREEMENT WITH T HREE R IVERS P ARK D ISTRICT
FOR THE 2024 S TREET R EHABILITATION P ROJECT (ST249002)
WHEREAS, pursuant to an advertisement for bids for the 2024 Street Rehabilitation Project, bids
were received, opened and tabulated according to State law, and the following bids were received
complying with the advertisement:

WHEREAS, it appears that Northwest Asphalt, Inc of Shakopee, MN, is the lowest responsible
bidder, complying with the minimum qualifications; and
WHEREAS, the City Engineer recommends awarding the project, which includes the Base Bid, to
Northwest Asphalt, Inc.; and
WHEREAS, a new trail will be installed on Old Rockford Road as part of the project which
includes a connection to the paved trail system within French Regional Park; and
WHEREAS, Three Rivers Park District requires that the city enter into a Local Trail Connection
Agreement with the District to facilitate the trail connection; and
WHEREAS, the Local Trail Connection Agreement details ownership and maintenance
responsibilities related to the trail connection; and
WHEREAS, Alliant Engineering, Inc. has been designated as engineer for the project; and
WHEREAS, staff believes it to be in the best interest of the city to amend Alliant Engineering,
Inc.’s scope to provide additional construction services and support at an additional cost of $58,960.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
MINNESOTA:
1. The Mayor and City Manager are authorized and directed to enter into the contract with
Northwest Asphalt, Inc of Shakopee, MN, in the name of the City of Plymouth for the 2024
Street Rehabilitation Project according to the plans and specifications therefore approved
by the City Council and on file in the office of the City Engineer in the amount of
$4,954,319.36.
2. The Supplemental Agreement with Alliant Engineering, Inc. is hereby approved at an
additional cost of $58,960.
3. The Local Trail Connection Agreement with Three Rivers Park District is hereby approved
and the Mayor and City Manager are authorized to execute the agreement on behalf of the
city of Plymouth.
4. The total cost of the project is $6,354,000 and includes the improvements in the amount of
$5,392,510.45, engineering and administration in the amount of $691,185, and contingency
in the amount of $270,304.55.
BE IT FURTHER RESOLVED, that the project would be funded from special assessments in the
amount of $1,434,963.95, Street Reconstruction Fund in the amount of $1,434,963.95, the MSA Fund in
the amount of $2,053,749.08, the Street Reconstruction Fund in the amount of $1,368,052.48, the Park
Dedication Fund in the amount of $719,852.28, the Water Fund in the amount of $336,369.54, the
Sewer Fund in the amount of $192,120.80, the Water Resources Fund in the amount of $150,000, and
the Park Replacement Fund in the amount of $98,891.87.
