HomeMy WebLinkAboutCity Council Resolution 2024-132 C ITY OF P LYMOUTH R ESOLUTION N O. 2024-132 R ESOLUTION TO W AIVE C ERTAIN A DMINISTRATIVE F EES FOR C ITY C ENTER B USINESSES D URING P LYMOUTH B OULEVARD C ONSTRUCTION WHEREAS, the Plymouth Boulevard Improvement Project is part of the City of Plymouth, Minnesota’s (the “City”) overall long-term plan to revitalize Plymouth City Center and cultivate a vibrant, walkable downtown area; and WHEREAS, City Center is one of the City Council’s key strategic goals; and WHEREAS, the City will begin construction on Plymouth Boulevard in May 2024; and WHEREAS, the City has taken proper steps to mitigate disruption to businesses, including a phased construction approach, ‘business open’ signs, online business maps and access routes, and numerous in-person business visits with maps and construction plans; and WHEREAS, the City finds that waiving certain fees and incentivizing businesses in City Center to grow meets its strategic goals; and WHEREAS, the City approves certain uses in City Center via Administrative Permit, defined in City Code Section 21475.04, for items such as: new EV chargers, new permanent outdoor dining locations, farmers markets, outdoor sales, sidewalk sales, and outdoor events; and WHEREAS, City Code Section 21475.07 lists the requirements for Temporary Outdoor Events and Outdoor Sales, which shall still be met; and WHEREAS, the Administrative Permit fees are defined in City Code Section 1015.31, Subd. 2 (a) and (b) and are either $50 or $100; and WHEREAS, the City finds that waiving temporary sign fees, as defined in City Code Section 1015.29 “Signs Requiring Permits,” throughout construction meets its strategic goals; and WHEREAS, temporary signs must still meet requirements of Section 21155 and receive any necessary permits and licensing; and WHEREAS, temporary signs may aid businesses in encouraging patronization throughout construction. NOW, THEREFORE BE IT HEREBY RESOLVED that effective May 1, 2024, through September 30, 2025, for all properties zoned City Center, the City will: 1. Waive all Administrative Permit fees as referenced above for properties; and 2. Waive temporary signage fees. APPROVED by the City Council on this 9th day of April, 2024.
