HomeMy WebLinkAboutCity Council Resolution 2024-126 C ITY OF P LYMOUTH R ESOLUTION N O. 2024-126 R ESOLUTION A PPROVING THE A PPLICATION AND OF F ISCAL Y EAR 2024 C OMMUNITY D EVELOPMENT B LOCK G RANT P ROGRAM F UNDS WHEREAS, the City of Plymouth is eligible to apply to the U.S. Department of Housing and Urban Development (HUD) for 2024 funding for the Community Development Block Grant (CDBG) program; and WHEREAS, on March 28, 2024, the Plymouth Housing and Redevelopment Authority held a duly constituted public hearing to allow interested parties to express their opinions regarding the allocation of funds for the 2024 CDBG Program Year; and WHEREAS, the City Council has reviewed the recommendations of the Housing and Redevelopment Authority regarding the proposed activities and allocation of CDBG funds for Program Year 2024. NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that it hereby authorizes the city manager to submit to the U.S. Department of Housing and Urban Development the application and all required documents for participation in the 2024 Community Development Block Grant Program Year and approves the allocation for the following projects in the respective proposed amounts: HRA Programs and Administration Housing Rehabilitation Loan Program $72,452 First Time Homebuyer Loan Program $105,000 Administration $30,000 Sub-Total of HRA Programs and Administration $207,452 Externally Administered Programs Hammer Residences $31,500 Community Land Trust $50,000 Fair Housing Activities $2,500 Sub-Total of Externally Administered Programs $84,000 Public Service Programs People Responding in Social Ministry (PRISM) $14,000 Lutheran Social Services of Minnesota $5,000 HOME Line $10,000 Interfaith Outreach $10,000 Senior Community Services (SCS) $12,000 Sub-Total of Public Service Programs $51,000 Total 2024 CDBG Allocation $342,452 Resolution 2024-126 Page 2 BE IT FURTHER RESOLVED, that all CDBG program income may be used to cover expenses generated in any existing CDBG program or activity and not just expenses related to the activity generating the income. BE IT FURTHER RESOLVED, that all unexpended 2023 CDBG funds be allocated to the same program activity in 2024. APPROVED by the City Council on this 9th day of April, 2024.
