A R ESOLUTION A PPROVING THE B ID AND A UTHORIZING C ONSTRUCTION FOR T HE
M EADOWS P LAYFIELD (PR240001)
WHEREAS, on January 23, 2024, City Council authorized the advertisement of bids for
construction of The Meadows Playfield (PR240001);
WHEREAS, on February 29, 2024 at 10 a.m. bids were publicly opened with a total of seven bids
received;

Rochon Corporation $4,335,000.00
Custom Builders Inc. $5,174,000.00
New Look Contracting, Inc. $5,260,000.00
Peterson Companies $5,299,750.00
Swan Companies $5,310,340.06
Veit & Company, Inc. $5,824,603.00
Urban Companies $9,415,000.00
WHEREAS, it appears that Rochon Corporation is the lowest responsible bidder, complying with
the minimum qualifications; and
WHEREAS, staff and ISG recommends awarding the project to Rochon Corporation.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
MINNESOTA:
1. The Mayor and City Manager are authorized and directed to enter into the contract with
Rochon Corporation of Osseo, MN in the name of the City of Plymouth for The Meadows
Playfield (PR240001) according to the plans and specifications therefore approved by the
City Council and on file with Parks & Recreation in the amount of $4,335,000.
2. The total cost of the project is $5,901,019 and includes construction in the amount of
$4,335,000, engineering, park structure purchase and installation, administration and
contingency of $1,566,019.
BE IT FURTHER RESOLVED, that the project would be funded from Park Dedication Fund in
the amount of $5,300,000, Water Resources Fund in the amount of $375,000, Hennepin County
Youth Sports Grant in the amount of $200,000 and Donations in the amount of $26,019.
APPROVED by the City Council on this 12th day of March, 2024.
