Special Council Meeting
February 20, 2024
Mayor Wosje called a Special Meeting of the Plymouth City Council to order at 5:40 p.m. at Plymouth
City Hall, 3400 Plymouth Boulevard, on February 20, 2024.
PLYMOUTH COUNCIL PRESENT: Mayor Wosje, Councilmembers Peterson, Willis, Gregor, and Pointner
(arrived at 5:46).
PLYMOUTH COUNCIL ABSENT: Councilmembers Davis and McGregor.
STAFF PRESENT: City Manager Callister, Deputy City Manager Solano, Public Safety Director Fadden, Fire
Chief Coppa, Public Works Director Thompson, Community and Economic Development Director
Fernelius, Park and Recreation Director Tomlinson, Human Resources Director Timpone, Finance Director
Rich, Management Intern Nwachi, and City Clerk/Administrative Coordinator Gallup.
Discuss liquor license violations penalty grid
Public Safety Director Fadden reviewed the liquor license violation penalty grid data from the City of
Plymouth with 12 comparable cities in regard to fine and suspension penalties. Council members asked
questions and directed staff to bring back an updated ordinance changing the first offense suspension to
0 days and adding a suspension scale up to revocation for fourth offenses.
Discuss massage enterprise license limits
Public Safety Director Fadden reviewed the therapeutic massage city code and recommended to remove
the license limit language of 15 therapeutic massage enterprise licenses. Council members asked
questions and directed staff to bring back an updated ordinance removing the license limit to allow new
therapeutic massage businesses to open in Plymouth.
Receive update on 2024 pending/potential projects and provide direction on study
session topics
Deputy City Manager Solano provided an update on 2024 pending and potential projects. Council
members provided feedback on topics for upcoming study sessions.
Future study sessions
The council scheduled the following study session topic:
Receive state of the water and sewer presentation on March 12 at 5:30 p.m.
Adjournment
Mayor Wosje adjourned the meeting at 6:50 p.m.
