Item:Declare vacancy in Ward 1 Council seat and establish process to
fill vacancy
1.Action Requested:
Adopt attached resolution declaring a vacancy in the Ward 1 Council seat and provide direction on
the appointment process for filling the vacancy.
2.Background:
On February 22, 2024, council member Alise McGregor submitted her letter of resignation from the
Plymouth City Council, effective immediately, due to her plans to relocate outside of Plymouth.
McGregor's term was set to expire on January 6, 2025. The Plymouth City Charter Section 2.07
provides that when a vacancy occurs, the council shall, at its next regular meeting, by a resolution
stating its findings, declare the vacancy to exist. The Mayor has called for a special meeting to
declare the vacancy and discuss the options for filling the vacancy.
Per the City Charter, when a vacancy exists, the council must appoint an eligible person to fill the
vacancy until the next regular municipal election when the office is filled.
Options for filling the vacancy:
• Option A: Appoint an eligible person that the council agrees on without an application or interview
process.
• Option B: Conduct an application process which includes advertisement of the vacancy, reviewing
the applications and interviewing candidates. With this option, it is anticipated council would make
an appointment at the March 12 or March 26 council meeting.
During election years, council's past practice has been to appoint a resident who does not plan to
run for election (2022, 2024). For vacancies in non-election years, past practice has been to appoint a
resident to the remaining term without regard to intent to run in the next election (2011, 2013 &
2019). The council may seek candidates to fill the remainder of the vacant term who are not
intending to run for office. However, there is no guarantee that an appointed candidate will not file
and run for office.
The council has 60 days to make an appointment (by April 26, 2024). If the council does not make an
appointment, the Mayor must appoint an eligible person to fill the vacancy on or before the next
council meeting (May 14, 2024).

Dear Mr Callister, Plymouth City Councilmembers and Staff,
I am notifying you today of my intent to resign from Plymouth’s City Council, Ward One Seat, effective
immediately. What started as a different educational opportunity for my oldest daughter that lead my family to
decide to make a full change of residence. We are in the process of relocating to Northern Minnesota.
Serving the city since, 2019, has been a great honor filled with making great relationships with many
people! Plymouth is truly a special community. I have been proud of the work we have accomplished, I was proud
to call myself a resident of Plymouth and to have a business for 12 years in the City of Plymouth. I am also very
proud of how the Council has worked together this last year with the turnover of three seats at once. I will miss
each of you and appreciate the warm welcome from the past and current Councilmembers and Dave, from the
start.
While my intent was to finish my term this year and not seek reelection; the education change drove us to
fully relocated. I do apologize for the sudden change, especially in light of Councilmember Davis’ recent
resignation.

RESOLUTION NO. 2024-
RESOLUTION DECLARING VACANCY FOR WARD 1 COUNCIL SEAT
WHEREAS, Alise McGregor was elected to the Ward 1 Council position for a term to expire
January 6, 2025; and
WHEREAS, on February 22, 2024, Alise McGregor submitted her resignation from her Ward 1
council seat effective immediately; and
WHEREAS, the Plymouth City Charter provides that when a vacancy occurs, the City Council shall
declare the vacancy to exist at its next regular meeting; and
WHEREAS, the Mayor has called a special meeting to declare the vacancy on February 26, 2024;
and
WHEREAS, the Plymouth City Charter provides that the City Council shall appoint an eligible
person to fill the vacancy until the next regular municipal election when the office is filled for the
unexpired term.
NOW,THEREFORE,BEITHEREBYRESOLVEDBYTHECITYCOUNCILOFTHECITYOFPLYMOUTH,
MINNESOTA, that a vacancy exists in the Ward 1 City Council seat effective February 22, 2024.
