HomeMy WebLinkAboutCity Council Resolution 2024-070 C ITY OF P LYMOUTH R ESOLUTION N O. 2024-070 R ESOLUTION A PPROVING C OOPERATIVE A GREEMENT FOR THE M N DOT H IGHWAY 55 R ESURFACING P ROJECT 2723-144 (ST230004) WHEREAS, the State of Minnesota (MnDOT) has scheduled the resurfacing of Highway 55 from the City of Golden Valley to Old Rockford Road in 2024; and WHEREAS, with Plymouth supports the improvements needed within the corridor to improve both vehicle and pedestrian safety; and WHEREAS, Plymouth will cost share with signal, trail, drainage, utility, engineering, and oversight costs identified in the agreement and per county policy and state practices; and WHEREAS, Plymouth will be responsible for maintenance of signal and utility items identified in the agreement, per county policy and state practices; and WHEREAS, Plymouth has requested selected trail and utility improvements to be incorporated into the project; and WHEREAS, Cooperative Agreement No. 1054136 is a three-party agreement between Plymouth, MnDOT, and Hennepin County. NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA: 1. The City of Plymouth enter into MnDOT Agreement No. 1054136 with the State of Minnesota Department of Transportation to provide payment by the City of Plymouth to the State of the City of Plymouth’s share of the costs of the roadway, signal, utility, ADA improvements, and trail construction and other associated construction to be performed upon, along, and adjacent to Trunk Highway No. 55 between the City of Golden Valley and Old Rockford Road within the corporate limits of the City of Plymouth under State Project No. 2723-144. 2. The Public Works Director is authorized and directed to finalize the terms of the Agreement with the State and County. 3. The Mayor and City Manager are authorized and directed to execute the final Agreement as negotiated by the Public Works Director and any amendments to the Agreement. 4. The estimated total cost of the project is $765,694 which includes the improvements outlined in the MnDOT Agreement ($696,086), and 10% contingency ($69,608). Resolution 2024-070 Page 2 BE IT FURTHER RESOLVED, that the project would be funded from the municipal state aid (MSA) fund ($195,694), the Street Reconstruction Fund ($330,000), the Water Fund ($90,000), and the Park Replacement Fund ($150,000).
