R ESOLUTION A PPROVING A PUD A MENDMENT FOR D IETRICH D EVELOPMENT, LLC AND
JNA 55 FOR “H IGHWAY 55 A PARTMENTS” FOR P ROPERTY L OCATED NORTH OF
H IGHWAY 55, SOUTH OF 10 TH A VENUE, EAST OF S OUTH S HORE D RIVE AND WEST OF
R EVERE L ANE (2023060)
WHEREAS, Dietrich Development, LLC and JNA 55 has requested approval of a PUD (Planned
Unit Development) amendment for the construction of a mixed-use development with 330-unit
apartment with parking spaces, 5,600 square foot retail building with an additional 5,000 square feet of
retail available within the apartment building, and 12 townhomes located north of Highway 55, south of
10th Avenue, east of South Shore Drive and west of Revere Lane; and
WHEREAS, the subject property is legally described as Lot 1, Block 1, Bassett Creek Office
Centre, Hennepin County, MN; and
WHEREAS, the Planning Commission has reviewed said request at a duly called public hearing
and recommends approval.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
MINNESOTA, that it should and hereby does approve the request by Dietrich Development, LLC and JNA
55 for a PUD amendment for the site located north of Highway 55, south of 10th Avenue, east of South
Shore Drive and west of Revere Lane, subject to the following conditions:
1. A PUD amendment for site modifications is approved in accordance with the plans
received by the City on August 25, 2023, with additional information on October 26,
2023, December 11, 2023, December 13, 2023, and December 22, 2023, except as may
be amended by this resolution.
2. All conditions of previous resolutions approving The Village at Bassett Creek PUD and
any amendments relating to The Village at Bassett Creek shall remain in full force,
except as may be specifically amended by this resolution.
3. Prior to issuance of a building permit, the applicant shall submit the following consistent
with the zoning ordinance and city codes:
a. Submit and receive approval of the required final plat application.
b. Submit and receive approval of the required PUD final plan for the buildings.
c. Execute the development contract and provide the related financial guarantees and
fees.
d. Receive city approval of final construction plans.
e. Receive any required Fire Department approval.
f. Obtain any necessary Bassett Creek Watershed permits.
g. The applicant shall submit the required financial guarantees and development
contract (DC) prior to issuance of permits.

4. Prior to commencement of the work, the applicant shall obtain the appropriate permits
from the Building Division.
