HomeMy WebLinkAboutCity Council Resolution 2023-320 C ITY OF P LYMOUTH R ESOLUTION N O. 2023-320 R ESOLUTION A DOPTING THE 2024 B UDGETS WHEREAS, the 2024 budget reflects the first year of the 2024/2025 biennial budget; and WHEREAS, the 2024 budget resolution and the accompanying proposed 2024 tax levies contained in Resolution No. 2023-323 are submitted by the city in accordance with Minnesota Statutes and other applicable laws in effect on this date; and WHEREAS, the City Council concurs on the 2024 Plymouth Housing and Redevelopment Authority budgets in the amount of $6,475,632 (HRA General, Housing Choice, Vicksburg Crossing and Plymouth Towne Square). NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA that the proposed 2024 operating budgets for the following funds are hereby given approval. 2024 Proposed Fund Budgets General $53,907,649 Recreation $ 3,172,377 Transit $ 6,366,619 Community Development Block Grant (CDBG) $ 511,055 Destination Marketing Organization (DMO) $ 365,880 Water $12,123,949 Water Resources $ 6,303,506 Sewer $13,724,513 Solid Waste $ 1,944,127 Ice Center $ 2,705,326 Field House $ 473,250 Central Equipment $ 5,317,955 Public Facilities $ 4,526,211 Information Technology $ 3,561,625 Risk Management $ 3,641,221 Total $118,645,263 NOW, BE IT FURTHER RESOLVED, that the City Council approves the following uses of surplus and public safety aid: Uses of surplus:Uses of public safety aid: Risk Management fundFleet 2024$ $ 2,700,0001,250,000 Facilities fundNew positions 3 years @ $300,000/year 250,000900,000 Early payoff of 2015A debt 1,684,642 $ 2,150,000 PIC projects 1,600,000 $ 6,234,642 Resolution 2023-320 Page 2 NOW, BE IT FURTHER RESOLVED, that the City Council approves the transfer of the 12/31/23 year-end fund balance from the Water and Sewer Replacement fund to the Water fund per the utility rate study; NOW, BE IT FURTHER RESOLVED, that the City Council declares its intent to take all necessary actions legally permissible to the submission and approval of the city’s budget and property tax levies.
