R ESOLUTION N O. 2023-315
R ESOLUTION A PPROVING THE C ITY M ANAGER’S C HOICE TO
P ARTICIPATE IN PERA’S C OORDINATED P LAN
WHEREAS, Dave Callister is the city manager of the City of Plymouth having been duly
appointed effective July 15, 2013; and
WHEREAS, in accordance with Minnesota Statutes 353.028 and by City Council
Resolution 2013-299, Mr. Callister previously elected to be excluded from membership in the
Coordinated Plan of the Public Employees Retirement Association (PERA) at the time of hire; and
WHEREAS, PERA provides city managers with the ability to reverse this original decision
and allows city managers to participate and contribute on prospective earnings until termination
of service; and
WHEREAS, Mr. Callister has provided the city with a copy of such written election for
inclusion in the Coordinated Plan; and
WHEREAS, the city manager understands that the decision to reverse the original
exclusion from the plan is irrevocable and Mr. Callister agrees that he will not at any time in the
future seek any authorization to purchase service credit for any period of excluded service; and
WHEREAS, the previously authorized deferred compensation contribution that the city
provided in lieu of PERA employer contributions will end upon Mr. Callister’s enrollment in
PERA’s Coordinated Plan.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PLYMOUTH, MINNESOTA that City Manager Dave Callister’s decision to revoke exclusion and be
prospectively included in PERA’s Coordinated Plan is hereby approved effective the first pay
period of 2024.
