R ESOLUTION N O. 2023-304
R ESOLUTION A WARDING C ONTRACT FOR THE
THE C HELSEA W OODS D RAINAGE I MPROVEMENT P ROJECT (WR150004)
WHEREAS, pursuant to an advertisement for bids for the Chelsea Woods Drainage Improvement
Project, bids were received, opened and tabulated according to State law, and the following bids were
received complying with the advertisement:

Blackstone Contractors, LLC $148,979.32
Vada Contracting, LLC $149,716.00
Sunram Construction, Inc. $274,327.00
Minger Construction Co. Inc. $294.207.00
U.S. SiteWork, Inc. $320,217.20
New Look Contracting, Inc. $599,840.00
Engineer’s Estimate $202,022.00
WHEREAS, Blackstone Contractors LLC. from Loretto, Minnesota is the lowest responsible bidder
complying with the minimum qualifications; and
WHEREAS, the City Engineer recommends awarding the project to Blackstone Contractors, LLC.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
MINNESOTA that:
1) The Mayor and City Manager are authorized and directed to enter into a contract with
Blackstone Contractors, LLC. in the name of the City of Plymouth for the Chelsea Woods
Drainage Improvement Project according to the plans and specifications on file in the office
of the City Engineer in the amount $148,979.32.
2) The total cost of the project is $240,385.32 and includes the improvements in the amount of
$148,979.32 and design, administration, and contingency in the amount of $91,406.
BE IT FURTHER RESOLVED, that the project would be funded in the amount of $240,385.32 from
the Water Resources Fund.
APPROVED by the City Council on this 12th day of December, 2023.
